SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION
(50-266/93012(DRS); 50-301/93012(DRS))
This refers to the service water system operational performance inspection
(SWSOPI) conducted by Mr. Rolf A. Westberg and other NRC representatives of
this office on August 2 through September 3, 1993.
The inspection included a
review of authorized activities for your Point Beach Nuclear Plant. At the
conclusion of the inspection, the findings were discussed with you and members
of your staff identified in the enclosed report.
The enclosed copy of our inspection report identifies areas examined during
the inspection. The team assessed the service water system's (SWS)
,
operational performance.
In particular, the team reviewed in detail, the
SWS's design, maintenance, operation, surveillance and testing. The team also

assessed the planned or completed actions for Point Beach in response to
Generic Letter (GL) 89-13, " Service Water System Problems Affecthg Safety
Related Equipment," issued on July 18, 1989.
The team considered Point Beach's SWS design and operation satisfactorJ.
Several strengths were identified during the inspection: engineers contacted
during the inspection were competent and dedicateo; use of a validated SWS

model; and a proactive zebra mussel control program. We considered your
j
internal SWS vertical slice audit to have been a significant effort since a
!
number of the weaknesses and deficiencies identified by the team had been
l
previously addressed by the audit. Tte team also considered GL 89-13
guidelines implementation acceptable, with only the area of performance
testing requiring additional attention.
The team also noted some weaknesses. Most significant were the lack of
engineering involvement and inattention to detail relative to performance
monitoring procedures and a lack of communication between the operations,
'
engineering, and maintenance organizations.

of NRC requirements, as sp?cified in the enclosed Notice of Violation
(Notice).
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response.
In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
