of activities at: the Prairie Island Nuclear Generating Plant, . Units 1 and 2, '

authorized by NRC_0perating Licenses No. DPR-42 and No. DPR-60, and to the-

discussion of our findings with Mr. M. D. Wadley and other members of your-

staff at the conclusion of the inspection.

The enclosed copy of our inspection ~ repor'c identifies areas" examined during

,

the inspection. Within these areas, the inspection consisted of a selective

!

~

examination of procedures and representative records, observations, and

interviews with personnel.

,

During this inspection, certain of-your activities appeared to be in violation

i

of NRC requirements. Specifically, you conducted testing of an emergency.-

diesel generator while an opposite train engineered safety features component

was out-of-service for preventive maintenance. However, as' described in the

,

enclosed inspection report, the violation is not being cited because: the

!

criteria specified in Section Vll.B.2 of the " General . Statement of Policy and'

'

Procedure for NRC Enforcement Actions," (Enforcement Policy', 10 CFR.Part 2,

Appendix C), were satisfied.

During this inspection period, a long-standing, unresolved item regarding

generic resolution of an NRC concern withifalsification of- records at numerous

'

nuclear power plants was closed relative to Prairie Island. We concluded that-

your corrective actions were adequate to address the various records

.

,

falsification issues that had been identified in previous NRC inspections.

Your identification of and efforts to resolve a potentially safety significant'

!

issue regarding breaches in various steam' exclusion. boundaries-is viewed

positively. . We are continuing to evaluate both the safety significance of the

as-found condition and other related aspects of this issue as discussed in -the

inspection report.
