NOTICE OF ENFCRCEMENT DISCRETION FOR GRAND GULF UNIT 1 By letter dated September 21, 1993, you referred to your request for the U.S.
Nuclear Regulatory Commission (NRC) to exercise discretion not to enforce compliance with the required actions in surveillance requirement 4.4.1.2.2 which demonstrates operability of the jet pumps within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> after entering OPERATIONAL CONDITION 2.
This discretion would permit continued operation in Mode 2 for a period of seven days vice the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> specified in T.S. 4.4.1.2.2 to permit flushing of the jet pump instrumentation sensing lines. By telephone calls on September 20, 1993, you advised the NRC that you would not be in compliance with T.S. 3.4.1.2 which requires the plant to be in hot shutdown by 1928 hours0.0223 days <br />0.536 hours <br />0.00319 weeks <br />7.33604e-4 months <br />, CST on September 20, 1993. Your basis for the request was to permit use of reactor pressure as the motive force for the flushing activities.
As l
compensatory actions, you proposed that every four hours you would determine the difference to lower plenum diffuser pressures with criteria to initiate a twelve-hour limit to be in HOT SHUTDOWN should a paired set of jet pumps be outside accepted limits.
Based on our review of your justification, including the compensatory measures identified above, we conclude that this course of action involves minimum safety impact, and we are clearly satisfied that this exercise of discretion is warranted from a public health and safety perspective.

However, we will consider enforcement action, as appropriate, for the conditions that led to the need for 3
this exercise of enforcement discretion.
