as submitted. My staff will continue to conduct inspections to determine if there is reasonable assurance that your activities are sufficient to return Sequoyah Units 1 and 2 to safe and reliable operation.

As part of these inspection activities, the NRC will conduct inspections during the Unit 2 startup and power ascension. Appendix 11 of the SQN Restart Plan, Rev. 2, contains your Startup and Power Ascension Plan. This appendix establishes your management's plan for ensuring the safe, controlled, and i

i deliberate return to service of the Sequoyah Nuclear Plant.

The Startup and Power Ascension Plan establishes Unit 2 assessment hold points at which plant conditions are maintained until a prescribed assessment of site readiness for further progression is completed.

Specifically, the following l

hold points are established in your Startup and Power Ascension Plan:

I Mode 5 prior to Mode 4 entry

Mode 3 prior to Administrative Mode 2 entry (prior to pulling control rods to approach and achieve criticality) 30 percent reactor +/- 10 percent

=

65 percent reactor +/- 10 percent

=

90 percent reactor +/- 5 percent 100 percent reactor (assessment to approve continued operation)

Your startup plan requires concurrence of the Regional Administrator or his designee prior to entering Mode 2.

As discussed between Mr. Fenech, Vice President, Sequoyah and Mr. Merschoff of my staff on September 24, 1993, I understand you will also obtain the Regional Administrator's or his designee's concurrence prior to exceeding your 30 +/- 10 percent hold point. The intent of this concurrence is to facilitate the NRC's independent assessment of the site's readiness for further progression and continued operation. This request does not preclude licensed responsibilities to take Unit 2, if determined necessary, to a reduced power level or operating mode to ensure safe and stable unit operation.
