In response to Generic Let'.er 89-10, Supplement 5 (Reference 1), ,

Duquesne Light Company (DLC) is submitting information for the diagnostic equipment used at the Beaver Valley Power Station (BVPS),

Unit 1 and Unit 2. ,

(1) Within 90 days of receipt of this letter, all licensees are ,

required to notify the NRC staff of the diagnostic equipment used to confirm the proper size, or to establish settings, for MOVs within the scope of GL 89-10.

The following is a list of diagnostic equipment used to confirm tise proper size, or to establish settings, for the motor-operated valves (MOVs) within the scope of Generic Letter 89-10. Please i note that the VOTES equipment will be initially used for a trial period during the BVPS Unit 2 Fourth Refueling Outage, which is '

in progress.

l Res'ponse to Generic Letter 89-10, Supplement 5 Page 2 (2) Within 90 days of receipt of this letter, licensees are required to report whether they have taken actions or plan to take actions I (including schedule and summary of actions taken or planned) to address the information on the accuracy of MOV diagnostic equipment.

Response

DLC has reexamined the MOV program for BVPS Unit 1 and Unit 2 to account for uncertainties in properly setting valve operating thrust caused by inaccuracies in MOV diagnostic equipment. The results of this reexamination are summarized below.

ITI MOVATS diagnostic equipment inaccuracies were reported by the MOV Users Group (MUG) in Reference 2. Procedural corrections which account for these inaccuracies were incorporated in the BVPS Corrective Maintenance Procedure I (CMP), " Testing of Motor-Operated Valves Using MOVATS,"

Issue 4, Revision 3, April 22, 1992. The NRC reviewed this CMP during the team inspection conducted on April 20-24, 1992, and provided their concerns in Reference 3. The CMP was revised and reissued on November 2, 1992, to address the concerns.

The inaccuracies associated with applying data from MOVATS test equipment to the operation of valves in both the open .

and closed directions were addressed in ITI MOVATS I Engineering Report 5.2, March 13, 1992. Evaluations to address the ITI MOVATS Engineering Report 5.2 were performed j according to the Nuclear Management and Resources Council, ,

" Industry Guidance in Responding to Motor-Operated Valve -

Diagnostic Validation Testing," dated May 1992. Working to an advanced copy of the guidance, the evaluations and  ;

implementation of corrective actions were completed May 4, 1992, for the BVPS Unit 2 and July 17, 1992, for the 7VPS [

Unit 1.

ITI MOVATS Special Test Report -

6.0, " Actuator l Repositioning Effects Test Report," dated August 6, 1993, was recently received by DLC. This information was reviewed and corrections for these additional inaccuracies are being incorporated into the appropriate procedures. Related concerns were identified in NRC Information Notice 93-54:  ;

evaluations to address the actuator repositioning effects )

will be completed by November 17, 1993 for BVPS Unit 2 and by December 31, 1993 for Unit 1.

VOTES will be used on a limited basis during the current  !

BVPS Unit 2 Fourth Refueling Outage. The VOTES equipment includes software with corrections for equipment inaccuracies and will be operated by test personnel provided  :
