Dear Mr. Donnelly:

This refers to the inspection conducted by Messrs. M. Huber and G. Replogie of

this office on September 13-17, 1993.

The inspection included a review of

activities for your Big Rock Point Nuclear Plant.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in tne enclosed report.

The areas examined during the inspection are identified in the report.

These

areas consisted primarily of a review of the Big Rock Point program for inservice

testing (IST) of pumps and valves established in response to Generic Letter (GL) 89-04 and of the effectiveness of the program for the activities regarding the

performance of check valves. Within these areas, the inspection consisted of a

selective examination of procedures and representative records, observations, and

interviews with personnel.

The purpose of the inspection was to determine

whether activities authorized by the license were conducted safely and in

accordance with NRC requirements. The inspection verified that your program for

conducting pump and valve inservice testing was effective and that your program

for addressed check valve performance appeared to be acceptable.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosed inspection report will be placed in the NRC Public

Document Room.
