Gentlemen:

Toledo Edison is developing a program at the Davis-Besse Nuclear Power Station (DBNPS) to identify, categorize, process, and submit to the NRC, changes to regulatory commitments or requirements that provide l

little or no safety benefit, but aequire a significant expenditure of Toledo Edison resources. This Cost Beneficial Licensing Actions (CBLA) program, while producing cost savings, may be considered a safety enhancement because the resource expenditure eliminated by the program l

is available for reapplication to issues of greater safety l

significance.

As the first step in the DBNPS program, this letter identifies in the attachment, the License Amendment Requests (LARs) previously submitted to the NRC by Toledo Edison that Toledo Edison considers to be CBLAs.

Toledo Edison understands that the NRC Staff has recently established a task force to coordinate the NRC's review of these types of CBLAs at a higher priority than past practice. Therefore, Toledo Edison requests that the NRC process the LARs listed in the attachment as CBLAs to ensure a priority has been assigned that provides for their expeditious review and approval.

Specifications (TS) to Increase the Recctor Protection System (RPS) and Anticipatory Reactor Trip System (ARTS)

Channel Functional Test Surveillance Interval and Channel Bypass Allowed-Out-of-Service Time:

These Technical Specification changes vould decrease the likelihood of a spurious channel trip causing a reactor trip with one instrument channel inoperable, and reduce manhours expended on performing channel functional tests by approximately 80%.

These changes have been submitted as a result of the NRC's previous approval of Babcock and Vilcox Topical Report, BAV-10167, " Justification for Increasing the Reactor Trip System On Line Test Intervals," and its Supplements.

Cost savings could be substantial depending on the number of reactor trips averted.

LAR 90-042 Serial Number 2149, Dated June 23, 1993 License Amendment Request to Revise Technical Specifications to Allov Use of Fuel of Higher Enrichment:

The proposed amendment would revise the provisions in the TS to allow storage of new and spent fuel assemblies with an initial nominal enrichment of uranium - 235 of up to 5.0 veight percent. This increase in enrichment is part of an overall program to reduce fuel cost. The program vill result in savings in excess of $4 million over the next two fuel cycles.

LAR 91-002 Serial Number 2084, Dated November 9, 1992 License Amendment Request to Revise Technical Specifications Affecting Safe Shutdown Crew Composition:

This change would allow the restructuring of the minimum shift crew composition since the required safe shutdown duties of one equipment operator vould be substantially reduced.

There is a potential cost savings of $5.7 million over the remaining plant life.
