Accident analyses performed subsequent to the issuance of Revision 0 of this specification demonstrate that the autoclave is not required to be System Class I since it is not a required UF pressure boundary.

The present 6

issue of this specification (Rev 1) addresses NRC concerns regarding the autoclave tilting mechanism, but no attempt was made to remove the superseded System Class I requirement.

Future revisions of this specification, prior to release in the procurement process, will update the System Class and QA Level requirements.

SPECIFICATION SP-539000-40-3 PRODUCT LIOUID SAMPLING AUTOCLAVE 1.0 PART 1 - GENERAL 1.1 WORK INCLUDED This specification covers the technical requirements for the design, fabrication, inspection, and shop and field testing of the following six (6) custom engineered, factory assembled Product Liquid Sampling Autoclave units.

Installation of these units will be by others.

Equipment Number 1-470-AU-001 A 1-470-AU-001 B 2-470-AU-001 A 2-470-AU-001 B 3-470-AU-001 A 3-470-AU-001 B The systems, structures and components in a facility used to process uranium compounds in conjunction with hazardous chemicals must be designed and fabricated in such a manner so as to prevent or nitigate any possible exposure to the public.

The Product Liquid Sampling Autoclave has been identified as an item i

that (1) contains an amount of uranium hexafluoride (UF ) over 6

the limiting inventory that could result in an exposure exceeding the specified exposure limits for public health and safety and, (2) the UF in this unit will be heated to 129'F or greater (with 4

heat supplied by a plant process) at a pressure of one atmosphere or greater.

Because of these conditions, the pressure containing features of the Product Liquid Sampling Autoclave are designated as System Class I features.

The consequence of this designation is that stringent measures are required for quality control -

i.e., material certifications, fabrication procedures, structural analyses, documentation, etc.

For the Product Liquid Sampling Autoclave, primary containment of the UF is provided by the international 30B cylinder (not in the 6

scope of this specification), and the internal process piping, instrumentation and valves.

Secondary containment is provided by the autoclave shell, door, seals and penetrations which have been in the event of failures in configured to safely contain the UF6 primary containment, instrumentation and/or process controls.

Packacina Prior to shipment, each Product Liquid Sampling Autoclave unit shall be packaged to provide equipment protection against rust, corrosion, and damage during normal handling, shipping, and storage.

Preparation for shipment and packing may conform to the manufacturer's standards and as a minimum shall include the requirements listed below.

1.

Carbon steel machined surfaces, threads, bearings and bearing housings shall be protected during shipment by application of grease or other suitable rust inhibiting compound.

2.

Flanged openings shall be covered using flanges and gaskets as specified herein.

These blind flanges shall be installed with a complete set of full diameter bolts and nuts.

3.

Threaded connections and tapped holes shall be capped or plugged using compatible materials to prevent thread damage.

4.

Bracing, supports, and rigging connections shall be provided to prevent damage during shipment, lifting, and unloading.

5.

Separate or loose parts shall be completely boxed and attached to the main item to be shipped as a unit.

All shipping boxes shall be identified by the Buyer's order number, equipment number, and equipment description in

ink, paint, or other indelible material.

If necessary to prevent damage during transit, selected components shall be removed from the Product Liquid Sampling Autoclave and delivered in the manufacturer's original protective packaging.

The equipment shall be stored indoors and handled in such a manner as to keep it clean and free from damage and/or deterioration.

l As a minimum the Seller shall submit the following data and documents to the Buyer for approval.

A.

Drawincs 1.

Dimensional Outline Drawincs - Certified dimensional outline drawings shall be provided for the fully assembled Product Liquid Sampling Autoclave unit (including control station) and shall include dimensions, shipping and operating weights, and clearances which must be maintained.

These drawings shall also show design temperatures and pressures, size and location of all connections, lifting supports, materials of construction, thickness of baseplate at foundation bolts, and bolt hole diameter.

Also, sectional drawings showing inside arrangement and construction, and details for each component.

Drawings shall include a detailed Bill of Materials listing manufacturer, type, and ratings of all components parts or assemblies.

2.

Hydraulic Connection Diacrams - Seller shall provide complete diagrams depicting the required connections and features necessary to operate the autoclave door and its associated locking mechanism in the manner described in this specification.

Seller shall include all components necessary to perform the required isolation and maintenance functions for the set of two (2) Product Liquid Sampling Autoclave units and associated dual pump hydraulic power pack.

B.

Technical Data 1.

Desian Calculations - Engineering design analyses with supporting calculations (including seismic) used to establish vessel door and support details, shaft sizes, bearing loads, and operating characteristics.

Engineering design analyses covering seismic and thermal effects on internal process piping to show that appropriate flexibility and support has been provided.

Calculations shall be complete and in sufficient detail to permit a second party review.

2.

Descrintive Literature - Descriptive literature including equipment ratings, model number, operating characteristics, and technical descriptions.

Material Certifications - As System Class I items, all Product Liquid Sampling Autoclaves shall be fabricated from materials certified to meet the requirements of the Boiler and Pressure Vessel Code,Section VIII, Division 1 and this specification.

Seller shall obtain and provide to the Buyer material certifications for all pressure vessel and structural components of each Product Liquid Sampling Autoclave unit.

4.

Soare Parts List - A list of manufacturer's recommended spare parts for one (1) year's operation.

The spare parts list shall include sufficient data to permit procurement from the original manufacturer or any subsupplier.

5.

Electric Motor Data - Electrical motor data for each motor furnished, inclusive of motor dimensional outline drawings, shaft dimensions, motor weight, full load and locked rotor current, speed / torque curves, service factor, and junction box drawing details.

6.

Electric Heater Data - Electrical heater data for each heater furnished, inclusive of heater dimensional outline drawings, materials of construction and power connection, element mounting and junction box drawing details.

7.

Installation. Operation, and Maintenance Manuals - Six (6) sets of installation, operation and maintenance manuals shall be provided covering all equipment furnished in accordance with this specification.

1 Manuals shall fully detail sequences of disassembly, repair, adjustment, reassembly, lubrication, and trouble-shooting.

Trouble-shooting sections shall include fault trees to guide mechanical diagnostics.

Reduced size copies of those assembly, subassembly I

drawings and parts lists needed for routine maintenance and overhaul shall be included.

The Seller shall submit (for approval) a detailed Quality Plan for all work covered by the scope of this specification, including pertinent drawings, codes standards, and referenced specifications requirements.

Seller's Quality Plan shall be consistent with the requirements of 10CFR50, Appendix B and ASME NQA-1.

The requirements of 10CFR21 regarding the reporting of defects shall apply.

The Quality Plan shall present a flow chart of quality-related activities and shall describe methods including subcontractor inspection to assure conformance with requirements is inherent in the finished work.

2.0 PART 2 - PRODUCTS

2.1 GENERAL The Product Liquid Sampling Autoclave is one element of a plant system designed to receive cylinders containing uranium hexafluoride (UF ) and safely and effectively produce significant 6

quantities of enriched UF.

The purpose of the Product Liquid 6

Sampling Autoclave is to provide a means of obtaining contained in the 30B product representative samples of the UF6 cylinders.

After the 30B cylinder is placed inside the Product i

Liquid sampling Autoclave, the sample bottles and associated piping and valve are connected to the " Superior" valve of the cylinder.

With the autoclave door closed and locked, the contents of the cylinder are liquefied through use of the heater q

and fan located inside the autoclave.

Samples are obtained by tilting the entire autoclave and selected operation of the valves leading to the sample bottles.

The product cylinder, tubing, valves and sample bottles form the primary containment of the hazardous UF material.

The primary function of the Product 4

Liquid sampling Autoclave is to provide secondary containment of hazardous UF in the event of a failure in any feature of the 6

iriternal primary containment.

The Product Liquid Sampling Autoclave, therefore, will assure a safe working environment for plant personnel and prevent any exposure of the public to UF in 6

the event of any credible failure of the Product Liquid Sampling System or primary containment.

The Product Liquid Sampling Autoclave and all associated components and appurtenances shall be designed to meet the following requirements:

Contract 539000 Revision 1 PRODUCT LIOUID SAMPLING AUTOCLAVE SP 539000-40 3 Input motions and corresponding structural response values for the structure or any component shall be considered to occur nonconcurrently for each major input direction.

Structural response on the structure as a whole and on each component as determined from the procedure described herein shall not be combined with response to other input directions.

Design of_each component shall be on a worst case basis considering all three i

orthogonal input directions and resulting response.

The Seismic criteria stated above shall be applicable to the Product Liquid l

Sampling Autoclave when it is in its fully inclined position j

(i.e., 30') as well as in its horizontal position.

l l

The Supplier shall provide the detailed design of the Product

(

Liquid Sampling Autoclave to an independent seismic consultant for verification of the capability of the Product Liquid Sampling Autoclave to provide the required primary or secondary containment of UF in the event of earthquake generated forces 6

described in this specification.

The primary and secondary containment features of the Product Liquid Sampling Autoclave units are designated as System Class I items because of their significance as a safety feature (i.e.

prevention of exposure to unconfined UF ) for plant personnel and 6

the public.

Because of these critical functions there is any absolute need to assure adherence to design requirements and the l

l achievement of high quality products.

Consequently, the Buyer l

may employ a resident inspector at any time during fabrication, assembly and testing at the Seller's place of business and at any f

supplier's (sub-contractor) facility.

l The Product Liquid Sampling Autoclave shall be designed to cylinder.

Specific operate with an international 30B UF6 performance requirement _ and design details are provided in the following paragraphs of this section.

2.2 INTERFACES i

f The solidified UFf in an international ~30B cylinder is brought to the Product Liquid Sampling Autoclave by a Rail Transporter.

This UF cylinder (described in ANSI N14.1) and its associated 4

cradle is mounted on the upper carriage of the Rail Transporter.

The full cylinder on its cradle will be transferred into the Product Liquid Sampling Autoclave using the upper carriage and will be lowered onto the support frame by jacks fixed to the carriage.

The carriage is then removed from the autoclave and 7

placed back on the transporter.

The rail spacing for the carriage and the top-of-rail distance above the floor reference is shown on the drawing 539000-4-40-0-2701.

The maximum total cylinder, contents and cradle is approximately weight of the UF6 4.3 tons.

The total weight is approximately 5.4 tons when the i

Two-pins are required, one on each side of the support frame, to match corresponding holes in the underside of the cradle.

Spacing of these pins and location relative to the rails is shown on the Product Liquid Sampling Autoclave drawing.

2.3 AUTOCLAVE SHELL AND DOOR The Product Liquid Sampling Autoclave shall be designed, fabricated and tested in accordance with the following criteria and code:

A.

design pressure:

-14.5 psig to + 160 psig B.

design temperature:

45*F* to 320*F C.

hydrostatic test pressure:

240 psig D.

atmospheric conditions:

pressure 14.5 psia, temperature 65'F E.

  • Cooling Water inlet temperature The normal operating internal pressure of the Product Liquid Sampling Autoclave is O psig to 4.7 psig over the temperature range of 45'F to 230*F.

Since the normal maximum internal pressure is less than 15 psig the ASME Boiler and Pressure Vessel Code,Section VIII, Division 1, does not require the use of a pressure relief device.

The autoclave door shall be hinged at the top as shown in the general arrangement drawing.

A hydraulic mechanism shall be provided to open and close the door.

The door shall be fitted with a counterweight designed such that, I

on failure of the hydraulic mechanism, the door will stay in position or tend to open slowly.

The beam connecting the counterweight to the door shall be sufficiently stiff so that, when the door is closed, the first natural frequency of the i

counterweight mass is sufficiently high, (see Section 2.1).

The door shall be clamped to the vessel by means of a i

hydraulically operated locking device provided with the following interlocks:

The hydraulic power pack control station (Section 2.11) will require an " unlocking permitted" input from a remote instrument panel.

A normally open contact will enable unlocking operation when closed.

A mechanical device to prevent the door from being unlocked unless the valve HV136 is open to vent the autoclave.

This i

feature shall be visible to the operator (see Section 1.1).

i The valve will also have open and closed position limit switches (ZSH136 and ZSL136, respectively) so electrical interlock is possible.

H.

A device which, in the event of the door being opened with pressure still inside the vessel, shall only allow the door to open a small amount thus avoiding danger to the operator.

I.

Position switches which shall send signals to a remote instrument panel when the door is fully closed, fully opened, unlocked and locked (ZSL129, ZSH129, ZSH130, and ZSL130 respectively).

The hydraulic door locking mechanism shall be operable separately from the hydraulic door closing mechanism.

A manual device shall be provided to allow the door to be unlocked in the even of a failure of the actuator or hydraulic system.

In the event of failure of the hydraulic systems, it shall be possible to open the door manually.

The door shall be provided with a dual Viton 0-ring seal arrangement with an interspace for testing the integrity of the seal.

The seals shall be capable of operating from vacuum (10'2 mbar) to the hydrostatic test pressure of 240 psig, and room temperature (65'F) to the design temperature of 320*F.

A tubing connection to the space between the seals shall be fitted with a quick release clamped coupling to facilitate routine testing of the seal.

2.4 AUTOCLAVE TILTING The Product Liquid Sampling Autoclave shall have the capability of being tilted from a horizontal position to thirty (30) degrees as shown on Drawing 539000-4-40-0-2701A.

The hydraulically actuated mechanism shall move the autoclave to or from the full 30' inclined position smoothly in a time of two (2) minutes

(

25%).

The design of the autoclave tilting mechanism shall include appropriate guards covering potential pinch points or other hazards to operating personnel.

The Seller shall provide for reasonable access and simplify, to the extent possible, the requirements for maintenance.

The features required to tilt the Product Liquid Sampling (specifically the pivot shaft attached to the autoclave shell and the corresponding bearings attached to the floor pads) shall be designed and installed such that the autoclave assembly moves smoothly in a vertical plane.

Deviation from the true vertical plane due to shaft / bearing tolerances and the maximum horizontal (worst case) forces from a seismic event shall be such that no bending loads are applied to the hydraulic cylinders employed to tilt the autoclave assembly to the 30' inclined position.

Specifically, a spherical bushing located at the rod end of each hydraulic cylinder of the tilting mechanism shall have a range of motion sufficient to prevent bending loads from being applied to the hydraulic cylinder rod end.

2.5 RAILS The Product Liquid Sampling Autoclave shall be equipped with rails specifically designed to mate with the rail extension (bridge) of the UF Cylinder Rail Transporter.

In addition, the 6

Product Liquid Sampling Autoclave rails shall be designed to support the approximately 5.4 ton load composed of the full UF6 cylinder, cradle, and upper carriage.

The full container and its cradle will be carried into the autoclave on the upper carriage and will be lowered onto the support frame by jacks fixed to the carriage.

The carriage will then be withdrawn before the autoclave door is closed.

The rail arrangement in the autoclave shall include a feature to trip a limit switch on the upper carriage of The Rail Transporter.

This trip action will position the cylinder and cradle combination in the proper position relative to the support i

frame.

A steel, compression spring bumper shall be incorporated to stop the upper carriage in the event of a limit switch failure.

2.6 PIPING AND PIPING PENETRATIONS The normal operating UF6 piping pressure range is from full vacuum to 21.8 psig at 230*F.

The minimum temperature is 65'F.

PRODUCT LIOUID SAMPLING AUTOCLAVE SP-539000-40-3 The sampling system, connected to the " Superior" valve of a 30B cylinder, consists of a %-inch diameter manifold tube and three cylinder (3)

-inch diameter drop tubes each leading to a UF6 model 1S equipped with a straight-through type valve (Hoke No. 4616X3, or approved equal).

An additional branch tube from the manifold (%-inch diameter) shall include tees for two (2) i pressure transmitters, PElli and PE112, and an additional valve and connection point for the mobile vacuum pump set.

The Seller shall provide the model 1S sample bottles (constructed of nickel in accordance with ANSI N14.1) and all tubing, fittings and valves (constructed of monel, ASTM B165).

The sampling system (primary containment) shall be designed in accordance with the requirements of ANSI B31.3.

The Seller shall design and fabricate appropriate support structure and brackets for the sampling system such that the j

system can be taken into the Product Sampling Autoclave and attached to the " Superior" valve of the 30B cylinder by one i

operator.

The sampling system must be sufficiently secure to permit attachment of a remote valve operator to each of the sample bottle valves.

P P ng in a ii These brackets shall be designed to support the UF6 manner sufficient to avoid damage due both to the specified earthquake generated forces (see Section 2.1), and the thermal cycling associated with normal operations.

A suggested arrangement for the sampling system (without support j

brackets) is shown on drawing 539000-4-40-0-2701A.

It is necessary, however, that the tubing between the " Superior" valve and each sample bottle valve be configured such that (after the system is filled with liquid UF by the tilting to 30' and return 6

to horizontal of the entire autoclave) the sequential opening and closing of the valves associated with bottles 1, 2 and 3 result i

in the bottles being filled to no more than 85% of minimum bottle volume (0.0053 cubic feet).

To accomplish this, the Seller shall design the sampling system tubing such that, starting with the system filled to the " Superior" valve, operation of each sample bottle valve starting with bottle 1, and followed by 2 and then 3, each sample bottle receives 7.78 cubic inches

(+0, -10%) of fluid.

Complete drainage of the sampling system is imperative.

There shall be no pockets to retain fluid.

The inlet from the atmosphere vent pipe stub penetrating the autoclave shell at the rear shall be a one and one-half (1\\) inch stainless steel pipe and shall terminate in a stainless steel double O-ring finage (DTO) as shown in Attachment A.

The valve HV136, flange mounted outside the autoclave, shall be a manually actuated, carbon steel ball valve and shall include the required interlock with the door locking mechanism (see Section 2.3G).

2.7 ELECTRICAL AND INSTRUMENTATION PENETRATIONS j

Penetrations in the shell of the Product Liquid Sampling Autoclave shall be provided for the following features and functions:

Unless specified otherwise, mating blind flanges with a Garlock 3000 gasket shall be provi.ded for autoclave pressure testing, and packaging for delivery and storage (see Sections 1.5A-2 and 2.14.2).

These blind flanges will be drilled and tapped by others for the installation of i

sealed, wire feed-throughs.

Seller shall locate all autoclave penetrations as shown on the Product Liquid Sampling Autoclave Drawing 539000-4-40-0-2701A.

" Superior" valve on the 30B cylinder and each of the three valves adjacent to the sample bottles.

These devices shall be suitably i

sealed at the penetration through the autoclave shel) to comply with the design requirements for vacuum and pressure.

These valve operators will be manually operated to open and close the valves with the autoclave door closed and sealed.

The

" Superior" valve operator shall include a limit switch (ZSH131) for valve open indication.

The normal torque required to close this valve is 55 lb ft, however the device shall be designed to provide 166 lb ft.

A shear pin shall be provided to ensure that j

l if torque in excess of this value is applied, the internal l

mechanism is not damaged.

The shear pin shall be replaceable from outside the autoclave.

The operators for the valves adjacent to each sample bottle shall be similar in design features but appropriate for these smaller valves.

2.9 CYLINDER HEATING The process function of the Product Liquid Sampling Autoclave is to liquefy the contents of a full UF cylinder.

As shown on the 6

general arrangement drawing 539000-4-40-0-2701, the means to accomplish this consists of captive air heating with electrical heaters, a ducted fan. and a shroud to direct the air past the heating elements and around the cylinder.

i The Seller shall provide a set of electrical heaters arranged in three (3) parts and configured as shown on the general arrangement drawing.

Each part of the finned heater shall be j

rated at 3.33 kW for a total rating of 10 kW.

The heating elements shall be designed to operate with a 480 volt, 3 phase, 60 Hz supply.

The heating elements shall be selected so that, at the maximum flowrate of the fan, the element surface temperature does not exceed 302*F.

The heat addition to the air in the closed autoclave due to fan operation is expected to be about 2 kW.

The total maximum heat input to the air in the autoclave from the electrical heaters and fan shall not exceed 12 kW.

The Seller shall provide a fan powered by a 480 volt, 3 phase, 7

l 60 Hz, 2-speed motor with a capacity of approximately 1620 SCFM at the higher speed.

Fan capacity at the lower speed shall be approximately 1100 SCFM.

From the outlet of the fan the flow of air shall be directed to an essentially annular space between the outside of the shroud and the inside surface of the autoclave shell past the heating elements.

Once' past the heaters the air' flow shall be directed through the essentially annular space between the outside of tha UF cylinder g

and the inside.of the shroud back toward the fan inlet.

The shroud shall be designed in a manner such that it can be removed a section at a time to gain access to the heaters, fan / motor, valves and instrumentation for maintenance or replacement.

2.10 CYLINDER COOLING A cooling water system on the outside of.the autoclave shell is required in order to solidify the contents of a previously heated 30B UF cylinder.

The Seller shall provide a cooling water 6

piping arrangement consisting of a two (2) inch diameter inlet manifold and a two (2) inch diameter outlet manifold with i

interconnecting tubing of one (1) inch diameter.

This cooling arrangement shall be sized to fit in the space.shown on the general arrangement drawing-(539000-4-40-0-2701).

The one (1)

{

inch interconnecting tubing shall be skip welded to the exterior of the autoclave shell.

These tubes shall contact the shell to the maximum possible extent and shall be spaced at approximately five (5) inch intervals parallel to the autoclave axis.

The crevice on each tube, between the tube and autoclave shell, shall be filled with steel filled epoxy to improve heat transfer to the cooling water.

The inlet pipe and outlet pipe shall each be terminated with an ANSI 150 pound, raised face flange.

The material for all components of the cooling system shall be carbon steel (except the epoxy filler).

The coolant supply conditions are 34 gallons per minute at 50 psig and 45'F.

2.11 AUTOCLAVE INSULATION Thelmal insulation is required on all exposed external surfaces of the Product Liquid Sampling Autoclave shell including the door.

The insulation material shall be fiberglass four (4) inches in thickness and be clad with aluminum no less than eighteen (18) gauge in thickness.

Design and installation of i

the insulation and cladding will be by others.

The_ Seller shall provide a hydraulic system control station with each autoclave with controls and status indicators for each of the following functions:

Door - open/close (HS152)

TILT - Up/down (HS151)

For the functions involving the door and tilting operations the control station shall be arranged so that an operator will be required to use both hands to control each of the four (4) actions while having a clear view across the front of the autoclave.

The status of the mechanical interlock between the door unlocking mechanism and the valve.(HV136) to the gaseous effluent vent system shall be clearly visible to the operator at the control station (see Section 2.3).

Wiring from the autoclave hydraulic system control station and any other devices to the hydraulic power pack control panel will be designed by Saller and installed (at field) by others.

2.1,3 WELDING All welding associated with the fabrication of the Product Liquid Sampling Autoclave pressure vessel and the additional requirements of this specification shall be accomplished in accordance with the requirements of Specification SP-539000-40-1.

2.14 FINISH All carbon steel surfaces of the Product Liquid Sampling Autoclave shall be thoroughly cleaned of all weld splatters, flux and any other surface contamination such as oil or grease.

All such surfaces (except sealing surfaces of the door or flanges and the top of the rails) shall be prepared for painting in accordance with the requirements of SSPC SP-5, " White Metal Blast Cleaning".

Components with Factory applied paint shall remain as is (e.g.,

fan motor, load cells, etc.).

Stainless steel components shall be cleaned but not painted.

All blast cleaned carbon steel surfaces shall be protected from corrosion by the following:

Liquid Sampling Autoclave for pressure testing by installing appropriate blind flanges with the required gaskets at all piping, and instrumentation and control penetrations.

For testing purposes Seller shall provide additional flanges which i

contain attachment points for pressure or vacuum testing as required.

The Buyer shall be notified at least two weeks in advance of all shop testing and reserves the right to witness all tests.

The Seller shall submit a shop test procedure to the Buyer for approval at least five (5) weeks in advance of testing.

2.15.2 Shop Testing The Seller shall test the autoclave internal UF6 piping (primary containment) to demonstrate the following performance:

A.

Each tubing connection shall be vacuum tight such that the helium leak rate is less than 10~7 mbar liter /second when the sampling system is evacuated to a base pressure of less than 0.1 mbar (.00145 psia).

B.

At the same base pressure, the isolated pressure rise of the completed assembly due to inleakage from atmosphere shall be less than 10-2 mbar/ hour.

[The part of the pressure rise which is due to inleakage can be determined using a partial pressure analyzer tuned to oxygen.]

C.

The UF sampling system shall contain a pressure of 6

130 psig without failure of tubing, valves or seals.

A second test of the same arrangement shall be performed except the interspace i

between the seals shall be pressurized to 75 psig and isolated.

With a total isolated volume of approximately 60 cubic inches (~1 liter), the rate of decrease of pressure shall be O.

With the autoclave door closed and locked using the hfdraulic system and each penetration closed with a blind flange and the appropriate seal or gasket, the autoclave shall be pressurized and maintained at 10 psig.

I potential leak sites shall be examined by application of appropriate commercially available leak detection liquids.

Each potential leak site shall be observed for a period no less than 1 minute to assure that no bubbles are present.

The Product Liquid Sampling Autoclave shall be hytcostatically tested at a pressure of 150% of the design value (i.e., 240 psig).

The test shall be performed at the l

time during fabrication when all welding required for the l

shell, door, penetrations and interior appurtenances is l

completed (i.e., secondary containment is complete).

This test shall be performed prior to the installation of internal features such as fan /sotor, heaters, shroud and any other vulnerable features.

It is imperative that no welding is done on the secondary pressure containment after this hydrostatic test.
