INSPECTION REPORT 070-00854/93-01 The refers to the special, announced inspection conducted by Ms. M. Linda McLean of this office on September 15, 1993. The inspection included a review of activities authorized by Byproduct Material License SNM-791. At the conclusion of the inspection, the findings were discussed with members of your staff.
The special inspection was a confirmatory inspection of decommissioning and decontamination activities at your facility located at 8335 East 51st Street, Tulsa, Oklahoma. The inspection consisted of selective examinations of t
l records, interviews of personnel, and independent measurements.
The inspector noted that you had operated an analytical laboratory at the Tulsa, Oklahoma, location since 1976. The primary function of the laboratory was to perform isotopic abundance analysis on samples of uranium fuel provided l
l by U.S. Naval prime contractors, Nuclear Fuel Services, Inc., and Babcock and Wilcox Company. The laboratory was limited by license conditions to possession of 200 grams of uranium-235 (U-235) and 10 grams of uranium-233 (U-233). The average U-235 enrichment level of material received by the laboratory was approximately 95 percent. Transfer of the remaining U-235 and U-233 back to the contractors had occurred on July 6, 1993. The inspector reviewed records received from the contractors acknowledging their receipt of the material. Also, the inspector reviewed the shipping manifest of the final radioactive waste shipment which took place on May 17, 1993.
No problems were identified.
The inspector performed confirmatory contamination surveys of all rooms within j
the facility occupied by Isotopic Laboratory, Inc.
Results of these surveys indicated that no residual radioactive material above background levels was remaining. The area count rate surveys were performed with an alpha counter with an air proportional alpha probe. All readings were at background levels.
Area surveys were also performed with a beta-gamma count rate meter. No contamination was detected.
Additionally, wipe samples were taken at various locations throughout the facility and analyzed at NRC's Region IV office.
The results showed no contamination above background.
