An announced safety inspection of your reactor operations program was conducted on

i

September 1-3,1993, by Mr. 'Ihmnas Dragoun of this office, of activities authorized by

NRC License No. R-77. Discussions of our findings were held by Mr. Dragoun with

Messrs. Mark Pierro and louis Henry and other of the facility contractor staff at the

'

,

conclusion of theinspection.

Areas reviewed during the inspection included the status of previously identified items,

Health Physics oversight, and compliance with safety limits during reactor operations.

.

Within these areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel and observations by the inspector.

Within the scope of this inspection, no safety concerns or' violations were observed. The

!

inspector noted that the Radiation Safety Officer with explicit authority to implement the

radiation safety program is employed by SUNY. This achieves a high degree of

independence from the operation of the facility. However, the experienced personnel wit

the knowledge of and responsibility for day-to-day health physics activities are em

!

the contractor who operates the reactor. ' While no specific problems were identified

ongoing reviews of the operation of the reactor facility, we suggest you consider whether the

,

current SUNY/ contractor organizational structure assures adequate independence of the

contractor health physics organization from the contractor reactor operations organization.
