DEMAND FOR INFORMATION i

The enclosed Demand for Information is being issued to obtain information l

related to apparent violations of 10 CFR 50.7.

The information that HL&P provides in response will be used in determining whether enforcement action or other regulatory action is necessary to assure compliance with NRC requirements at the South Texas Project Electric Generating Station. A separate Demand for Information is being issued to the-supervisor involved.

The NRC also may decide to conduct an enforcement conference prior to taking any enforcement action.

The staff recognizes that the matters addressed in this Demand are the subject l

of an ongoing Department of Labor (DOL) hearing. That hearing and the DOL l

decision based on it are likely to take some time to complete..Nevertheless, we fully expect that you have formulated your position on these matters and we do not believe that the pending DOL proceeding in any way prevents you from answering this Demand. Accordingly, we expect you to respond in the time provided in the Demand.

The NRC will delay placing a copy of the enclosed Demand for Information and HL&P's response in the NRC's Public Document Rcom until HL&P has responded as required and the NRC has reviewed the required responses and made a judgment on any necessary enforcement action.
