VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS REGARDING CYBER SECURITY PLAN CHANGES (LAR-19-020) (EPID L-2019-LLA-0287)
Dear Mr. Whitley:
In response to your application dated December 20, 2019, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 179 and 178 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendment consists of changes to Tier 2 information in the VEGP Units 3 and 4 Cyber Security Plan.
Specifically, the amendment authorizes changes to the VEGP Units 3 and 4 Cyber Security plan to identify the VEGP Units 1 and 2 CSP for cyber security protection of digital assets in systems common to VEGP Units 1 through 4, to align language to the Nuclear Energy Institutes document 08-09, Cyber Security Plan for Nuclear Power Reactors, Revision 6, including Addendum 1, and to enhance certain controls for the protection and safety monitoring system.
A copy of the related Safety Evaluation, which includes the evaluation of the changes, is also enclosed. The Safety Evaluation is being provided to Southern Nuclear Operating Company for a review of sensitive information pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 2.390, Public Inspections, Exemptions, Requests for Withholding. The NRC will withhold the enclosed Safety Evaluation from public disclosure for 7 business days from the date of this letter to allow you the opportunity to identify any sensitive information. If within this Document transmitted herewith contains sensitive unclassified information. When separated from the enclosure, this document is DECONTROLLED.
B. Whitley period, you do not request that all or portions of the Safety Evaluation be withheld from public disclosure, the enclosure will be made available for public viewing through the Publicly Available Records component of the NRCs Agencywide Documents Access and Management System. A notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
