SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0.169 TO FACILITY OPERATING LICENSE NO. DPR-51 ENTERGY OPERATIONS. INC.
ARKANSAS NUCLEAR ONE. UNIT NO. 1 DOCKET NO. 50-313
1.0 INTRODUCTION
By letter dated May 7, 1993, Entergy Operations, Inc. (the licensee),
submitted a request for changes to the Arkansas Nuclear One, Unit No. 1 (AN0-1) Technical Specifications (TSs). The amendment would change TS 6.12.3.2 to replace the current references to Babcock & Wilcox (B&W) topical reports with references to BAW-10179P-A, " Safety Criteria and Methodology for Acceptable Cycle Reload Analyses." The specification would also indicate that the approved revision number of BAW-10179P-A is identified in the Core Operating Limits Report (COLR) for ANO-1.
2.0 EVALVATION Section 6.12.3.2 of the ANO-1 TS describes the analytical methods used to determine core operating limits, referencing several specific B&W topical reports (References 1 through 11) that describe the methodologies used in ANO-1 safety analyses during the development of cycle-specific reload reports.
These methodologies are not expected to change on a cycle-specific basis.
This being the case, the licensee submitted and the staff reviewed, and

approved by letter dated March 16, 1993, a B&W topical report, BAW-10179P-A,
" Safety Criteria and Methodology for Acceptable Cycle Reload Analyses." This topical report describes the criteria to be applied to the mechanical, thermal-hydraulic, nuclear, and safety analyses for reload fuel. Adherence to the stated criteria will ensure compliance with the general design criteria and safety criteria contained in the Code of Federal Regulations.
The cycle-specific parameters that are monitored and controlled to ensure conformance with the design and safety criteria are contained in the plant TSs, with the numerical values for these parameters being specified in a COLR.
The amendment proposed here would delete all current references (References 1 through 11) from TS 6.12.3.2 and replace them with a single reference, BAW-10179P-A, which will contain currently acceptable reload analysis methodology. Any future change in reload analysis methodology will be reviewed and approved by the NRC through a revision to BAW-10179.

The proposed amendment will also change TS 6.12.3.2 to indicate that the approved revision to BAW-10179P-A will be identified in the COLR for ANO-1.
The proposed amendment is a logical and desirable consequence of implementing the intended purpose of Generic Letter 88-16, " Removal of Cycle-Specific Parameter Limits from Technical Specifications," and is acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Arkansas State official was notified of the proposed issuance of the amendment. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
This amendment involves changes in recordkeeping, reporting or administrative procedures or requirements. Accordingly, with respect to these items, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR s51.22(c)(10).
pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
