SUBMITTAL OF ERRATA TO FINAL SAFETY EVALUATION FOR NUSCALE POWER, LLC TOPICAL REPORT TR-1010-859-NP-A, REVISION 4, QUALITY ASSURANCE PROGRAM DESCRIPTION FOR THE NUSCALE POWER PLANT
Dear Mr. Rad:
By letter dated January 13, 2020, NuScale Power, LLC (NuScale), submitted Topical Report (TR)-1010-859-NP-A, NuScale Topical Report: Quality Assurance Program Description for the NuScale Power Plant, Revision 4, (Agencywide Documents Access and Management System (ADAMS) under ML20013F566) to the U.S. Nuclear Regulatory Commission (NRC). The NRC found that the staffs review of TR-1010-859-NP-A, Revision 4, was not included in the original -
A (designated accepted) TR package request to NuScale.
The NRC staff requests that NuScale resubmit TR-1010-859-NP-A, Revision 4 and attach this letter which provides the following review:
Revision 4 of the QAPD moves responsibilities for specified testing activities from NuScales Technology organization to the Engineering organization, as otherwise previously described and accepted by the NRC in Quality Assurance Program Description Revision 3. These responsibilities are for design certification testing (including ensuring test personnel are qualified, and that facilities and test programs are capable) as well as code development (including thermal hydraulic and analytical software code).
We find that Revision 4 continues to meet the requirements of Title 10 of the Code of Federal Regulations Section 52.47(a) (19), Contents of applications; technical information, and this change is therefore acceptable.
If the NRC staffs criteria or regulations change, so that its conclusion that the safety evaluation report (SER) is acceptable or invalidated, NuScale and/or the applicant referencing the SER will be expected to revise and resubmit its respective documentation or submit justification for continued applicability of the SER without revision of the respective documentation.
