Generic Letter 89-10, Supplement 5, " Inaccuracy of Motor-Operated Valve Diagnostic Equipment," dated June 28,1993 NRC Generic Letter 89-10, Supplement 5, discusses NRC staff concerns about the accuracy of various types of motor-operated valve (MOV) diagnostic equipment. On October 2,1992, the NRC was notified by Liberty Technologies that two new factors can affect the thrust values obtained with their Valve Operation Test and Evaluation System (VOTES) MOV diagnostic equipment.

Previously, the VOTES equipment derived thrust from yoke strain that had been calibrated to stem thrust using measured diametral strain of the valve stem and nominal engineering material properties. The new factors involve: 1) the possible use of improper stem material constants; and

2) the failure to account for a torque effect when the equipment is calibrated by measuring strain of the threaded portion of a valve stem.

The MOV program at Calvert Cliffs Unit 1 & 2 uses VOTES MOV diagnostic equipment.

Reference (a) requests that we re-examine our MOV program and identify measures taken to account for uncertainties in properly setting valve operating thrust. We understand that our response to the generic letter supplement will enable the NRC staff to verify that we are evaluating the new information (i.e., the Liberty Technologies, Inc. October 2,199210 CFR Part 21 report) on the accuracy of MOV diagnostic equipment.

Reportine Hequirements (1) liithin 90 days of receipt of this letter, all licensees are required to notify the NRC staff of the diagnostic equipment used to confirm the proper si:e, or to establish settings, for MOVs within the scope of GL 89-10.

Response

We have always used VOTES 100 System for MOV diagnostics. We are currently using VOTES version 2.3 software.
