Routine Inspection No. 99990001/93-013 On June 15 and 16,1993, Mark R. Bouwens of this office, accompanied by Dominick A.
Orlando of the NRC's Office of Nuclear Materials Safety and Safeguards, conducted a routine safety inspection at the U.S. General Services Administration, Federal Property Resources Centet, 670 Arsenal Street, Watertown, Massachusetts. The inspection was an examination of your activities at the site as they relate to radiation safety,' compliance with tne Commission's regulations, and to the commitments you made in your Scope of Work (SOW), dated October 20,1992, and letters, dated October 27, 1993 and April 7,1993. The inspection -
consisted of observations by the inspector, interviews with personnel, and a selective examination of representative records. The findings of the inspection were discussed with members of your staff at the conclusion of the inspection. A copy of the NRC inspection report is enclosed.

In a telephone conversation, on June 24, 1993, Mr. Bouwens requested that NED submit a revision to the SOW to describe the changes in procedures, noted during the inspection, for air sampling during excavation and the pumping of water out of the burn pit prior to excavation.
NED responded in a letter, dated June 28,1993. We reviewed the information submitted and have no objections to the revisions to the SOW.
Within the scope of this inspection, one deviation from approved procedures was identified.
Individuals were allowed access to the site without signing the RWP briefing sheet and access to the site was provided to individuals not briefed on the RWP for the site. In response to this letter please provide, within 30 days, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further deviations from approved procedures; and (3) the date when full compliance with approved procedures will be achieved.
