Dear Sir / Madam:

On April 21, 1993, I wrote to you expressing my deep concerns re: the operation and management of the Perry Nuclear Power Plant. Subsequently, I received a letter dated June 18, 1993, from a Pam Alloway, Public Affairs Officer for Region III.

In this letter, Ms. Alloway reassured me that the Perry Plant was quite safe, and although its performance record was in need of improvement, it was considered " acceptable" from a regulatory point of view. She enclosed several pamphlets and copies of correspondence, etc. This letter was mildly patronizing and did little to assuage my worries about the safety and the dreadful operating record of the Perry Nuclear Plant. .

Events since that time have proven me right, and I fervently hope that the N.R.C. Will continue to demand both action and excellence from this facility. Its record of continuous shut downs is shameful; its lack of routine maintenance is an affront; repeated errors on the part of the staff, along with failure to correct continuing problems and follow procedures brings into question the safety of this Plant. This year, it has had more down-days than productive days necessitating the purchase of electricity from other utilities and cutting service to large industrial customers. The staff and management appears to have a cavalier attitude towards required work-orders, which were severely backed-up. This,is an alarming situation requiring the closest scrutiny on the pa'rt of the N.R.C. .

I assure you that I'm not connected to any consumer group or fringe element which is against nuclear power. I have been concerned with the shoddy operation of this facility since 1992 when I first wrote the N.R.C. to share my concerns. It's only in the past few months that Perry has been called on the carpet for past delinquencies. Its management and staff must be made accountable and must be forced to run a responsible operation.

With the upcoming shut-down for repairs and maintenance, let's hope that the N.R.C. fulfills its mandate by closely supervising all activity at this expensive, incompetent facility.
