Dear Mr. DelGeorge:

This refers to the inspection conducted by Messrs. S. G. Du Pont,

E. R. Duncan, T. J. Kobetz, and J. D. Smith of this office on July 10 through

September 10, 1993. The inspection included a review of activities authorized

for your Braidwood facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations'of procedures-

and representative records, interviews with personnel, and observation of

activities'in progress.

The two events described.in Paragraph 6 of this

report represented two different approaches by your staff.- In the case of the

residual heat removal pump activities, station personnel demonstrated good

planning, teamwork, management involvement, and a conservative approach to

ensuring safety.

However, during a prior period, these attributes were not

evident with the activities associated with the fire prevention system until

station management became. involved.

Your staff was effective in determining the root ~causes and human factors

associated with these events. This effort was instrumental in your

development of corrective actions and lessons-learned.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements. However, as described in the enclosed inspection. report

(Paragraph.6), you identified this violation. Therefore, the violation will

not be subject to enforcement action because your efforts in identifying and

correcting the violation meet the criteria specified in Section VII.B.(2).of

the " General Statement of Policy and Procedure for NRC Enforcement Actions,"
