REQUEST FOR RELIEF FROM AMERICAN SOCIETY OF MECHANICAL ENGINEERS SECTION XI CODE REQUIREMENTS - INSERVICE PRESSURE TEST PROGRAM - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M84961 AND M84962)

By letter dated November 17, 1992, the Tennessee Valley Authority (TVA),

licensee for the Sequoyah Nuclear Plant Units 1 and 2, submitted a revision to Section 5.0 of the Inservice Pressure Test (ISPT) program that added three 1

relief requests designated ISPT-2, ISPT-3, and ISPT-4.

Following discussions 1

with the NRC staff, TVA supplied additional information by letters dated.

April 2, and May 28, 1993, and withdrew relief request ISPT-4.

't The staff has reviewed the information pertaining to Relief Requests ISPT-2 and ISPT-3, and concluded that the alternatives proposed by TVA'are acceptable.

Therefore, these reliefs are granted.

The staff's evaluation and conclusions are contained in the enclosure.

The NRC staff has determined that granting relief, pursuant to 10 CFR 50.55a(a)(3)(i) and 10 CFR 50.55a(g)(6)(i), is authorized by law and will not endanger life, pr'perty, or the common defense and security and is otherwise in the public interest giving due consideration to the acceptability of the level of quality and safety, and the burden upon the licensee that could result if the ASME Code requirement were imposed on the facility.
