In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change implements new loading requirements for the D/G during the load-run and 24-hour endurance and margin surveillances found in TSs 4.8.1.1.2.a.5 and 4.8.1.1.2.d.7, respectively. The proposed values are based on the latest version of the standard TSs (NUREG 1431) and Revision 3 of. Regulatory Guide (RG) 1.9 that was issued in July 1993. A bases revision is included to document the application of RG 1.9 recommendations for these surveillances.

The proposed TS change is identified in Enclosure 1.

The justification for the proposed TS change is provided in Enclosure 2.

A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The proposed change was initiated after the discovery that SQN D/Gs were being tested above the manufacturer's short-time load rating. The power levels recorded for past D/G testing to satisfy this surveillance were questioned by NRC's Operational Readiness Assessment Team during the August 1993 inspection. This concern led to the discovery that D/G testing had been performed at inappropriate loading levels. D/G testing i

September 27, 1993 is being performed at the new load levels proposed in this request to satisfy the 18-month TS Surveillance Requirement (SR) 4.8.1.1.2.d.7.

l Pending NRC's approval of the proposed TS change, TVA will use these tests to meet SR 4.8.1.1.2.d.7.

The current surveillance interval, including the TS 4.0.2 allowed extension, ends on January 30 and February 2, 1994, for the Unit 2 D/Gs.

Therefore, TVA requests NRC's approval of the proposed change by January 1994 to prevent a shutdown of

the SQN units as a result of exceeding the allowable surveillance interval for TS 4.8.1.1.2.d.7.

The present TS 4.8.1.1.2.a.5 load requirements will continue to be used until the approval of this request.

TVA requests a 30-day implementation period for this TS change following issuance.
