In your letter of April 21, 1993, you requested an amendment to License SNM-1107 which would allow Westinghouse Corporation to make changes to sections 2, 3, and 4 of the approved license application without prior approval 'of the z
Nuclear Regulatory Commission.
The NRC is developing a revision to the Code of Federal Regulations, Title 10, Part 70. A provision is under consideration that would authorize. licensees to implement the type of changes you requested without prior NRC approval.
Licensees would then receive an amended license after notifying the NRC of the change. When this revision is in effect, licensees will be granted this authority without the need of a license amendment such as the one you have requested.
Under the current regulations in Part 70,.the license application is structured in such a way that it is not feasible to authorize licensees to make these types of changes without prior NRC approval.
Your request to amend License SNM-1107 is, therefore, denied.
