SUBJECT:

RESPONSE TO NRC BULLETIN NO. 88-02, " RAPIDLY PROPAGATING CRACKS IN STEAM GENERATOR TUBES" FOR HADDAM NECK PLANT (TAC N0. M67309)

By letter dated June 2,1993, the staff issued the safety evaluation for the above subject for the Haddam Neck Plant. The staff in that letter concluded that your actions to resolve this issue were acceptable.

However, this conclusion should have been caveated with the following:

Administrative controls should be developed by the licensee to ensure that updated stress ratio and fatigue usage calculations are performed in the event of any significant changes to the steam generator operating parameters (e.g., steam pressure and flow, circulation ratio) relative to those assumed in the JAYCOR analysis.

If, for any reason, you do not plan to implement such administrative controls, please contact us within 30 days of receipt of this letter.

Implementation of the additional administrative controls may be subject to verification by an NRC inspection.
