i As you requested, the United States Nuclear Regulatory Commission will l

endeavor to comply with the provisions of Executive Order 12861 and the related memorandum on Streamlining the Bureaucracy, both signed on-j September 11, 1993.

By its terms, Executive Order 12862, also signed on September 11, applies to agencies which " provide significant services directly to the public".

4 As an independent regulatory agency, our services are directed primarily j

to those we license and regulate, and the public is an indirect benefi-ciary of our services. Nonetheless, you may be assured that we will l

endeavor to conduct all our business at a level which matches or exceeds i

the clearly expressed objective of the Executive Order.

SUBJECT:

Streamlining the Bureaucracy Consistent with the National Performance Review's recommendation to reduce the executive branch civilian work force by 252,000, or not less than 12 percent, by the close of fiscal year 1999, I hereby direct each head of an executive department or agency to S

prepare, as a first step, a streamlining plan to be submitted to the Director of the Office of Management and Budget not later 33 g,

Each executive department's and agency's plans should ggg address, among other things, the means by which it will tw A reduce the ratio of managers and supervisors to other 9

personnel, with a goal of reducing the percentage who are a"!:

supervisors or managers in halving the current ratio within

The streamlining plans should be characterized by

efficiency in the Federal Government.

Each streamlining so5 plan should also propose specific measures to simplify the internal organization and administrative processes of the department or agency.

The streamlining plans should further seek to realize cost savings, improve the quality of G1vernment services, and raise the morale and productivity of the department or agency.

All independent regulatory commissions and agencies are requested to comply with the provisions of this memorandum.

The Director of the Office of Management and Budget is authorized and directed to publish this memorandum in the Federal Recister.

The President Elimination of One Half of Executive Branch Internal Regulations By the authority vested in me as President by the Constituttors and the laws of the United States of America, including section 301 of title 3.

United States Code, and section 1111 of title 31. United States Code, and to cut 50 percent of the executive branch's internal regulations in order to streamline and improve customer service to the American people, it is hereby ordered.as follows:

Section 1. Regulatory Reductions. Each executive department and agency shall undertake to eliminate not less than 50 percent of its civilian internal management regulations that are not required by law within 3 years of the effective date of this order. An egency internal management regulation, for the purposes of this order, means an agency directive or regulation that pertains to its orBanization, management, or personnel matters. Reduc-tions in agency internal management regulations shall be concentrated in areas that will result in the greatest improvement in productivity, streamlin-ing of operations, and improvement in customer service.

t Sec. 2. Covemge. This order applies to all executive branch depattments and agencies.

Sec. 3. Implementation. The Director of the Office of Management and Budget shall issue instructions regarding the implementation of this order, including exemptions necessary for the delivery of essential services and compliance with applicable law.

Sec. 4. Independent Agencies. All independent regulatory commissions and agencies are requested to comply with the provisions of this order.
