NOTICE OF VIOLATION NRC REGION I COMBINED INSPECTION

REPORT NOS. 50-317/93-21 AND 50-318/93-21

This letter transmits the NRC Region I Inspection Report for the announced inspection

conducted by Mr. R. Bhatia of this office from June 28,1993, to July 2,1993, at Calvert

Cliffs Units 1 and 2, in Lusby, Maryland. Mr. Bhatia discussed the fmdings of this

inspection with members of your staff at the conclusion of the inspection. Subsequent to this

,

inspection, on July 27,1993, the inspector reviewed additional information provided by your

!

staff to clarify cor.cerns of the cited violation included in this report.

The inspection was directed toward areas important to public health and safety. Areas

examined during this inspection included the resolution and corrective actions taken for open

items identified previously during the Electrical Distribution System Functional Inspection

(EDSFI). c in this scope, the inspection consisted of selective examinations of design

Based upon the results of this inspection, it appears that one of your activities was in

violation of NRC requirements, as set forth in the Notice of Violation, enclosed herewith as

Appendix A. The violation has been categorized by severity level in accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,

Appendix C (Enforcement Policy). You are required to respond to the Notice of Violation.

In preparing your response, you should follow the instructions in Appendix A.

It appears that the above violation was due to a' weakness in implementing your design

review process with regard to facility change requests. The facility change requests were

implemented without adequately reviewing the existing design parameters. This resulted in .

,

changing an important setpoint of the loss of coolant incident (LOCI) sequencer timer, which

>

was previously corrected during the EDSF1 inspection to prevent the overloading of the

emergency diesel generators.

In addition, the corrective actions for five previously identified issues were found to be

adequate and the items are closed. Your interim corrective actions pertaining to 'he

j

ventilation sys'.em were found to be adequate. However, additional long-term corrective

j

actions, as committed in your previous responses, require further NRC review; therefore,

,

this item is updated in this report and remains open.
