3/4/93 (4) Consolidated Application, 9/14/93 General Electric Company's Nuclear Fuel & Components Manufacturing (NF&CM) facility hereby provides a supplement to the consolidated application submittal dated 9/14/93.
This supplement is to modify the wording of the type and form of material as stated on page 3 of the 9/14/93 transmittal letter to read as stated below.
This change is being made because as previously worded the use of a total moderator mass limit was unnecessary and could have been misinterpreted, l

2.5 Insulatina Material The inner containment drum is centrally held within the outer container by, and the space between the inner and the outer containers is completely filled

with, solid insulating media composed of fire-retardant phenolic foam as specified in Drawing 112D1592.
Four 1/4" diameter vent holes equally spaced near the top of the outer container, covered with waterproof tape, would permit steam to escape in the event free moisture in the insulating material were exposed to the heat from an accidental fire during transport.
2.6 Boral Liner As required by the Conditions of NRC Cercificate 9019, a Boral liner may be inserted inside the inner container and is designed to surround the l

The Boral liner is a circular sandwich design consisting of 22 gauge 300 series lll stainless steel on both sides of the Boral material which is nominally.085" thick.
The minimum ID of the liner is 12-7/8" and the maximum CD is 13-1/2".
The height of the liner is 26" minimum.
The purpose of the liner is to provide neutron absorbing capabilities to be used in the criticality safety analyses.
This in turn allows for the packing of more uranium-bearing materials 2 powder, pellets, and scrap) in the BU-7 (i. e., UO than without the liner.
(See Drawing 112D1592 in Appendix A and the design, manufacture, and quality control information in Appendix G.)
2.7 Package Description - Contents 2.7.1 Type & Form of Material O
(1)
Uranium oxide powder enriched to not more than 5.0 w/o in the U-235 isotope.
The maximum H/U atomic ratio shall not exceed 1.6.
Exclusive of the Boral liner, the mass of moderating materials within the inner container when added to the total mass of moderator within the fuel shall not exceed 5.0% of the total mass of the fuel and moderator.

Compounds of uranium may be mixed with other non-fissile materials.
Any degree of moderation may be present.
