BUMPING OR PARTIAL STR0 KING OF TWO MOTOR-0PERATED SAFETY INJECTION VALVES - ARKANSAS NUCLEAR ONE, UNIT NO. 2 1

This letter is in response to your letter dated September 21, 1993, and discussions we have had with you regarding the " bumping" or partial stroking of two motor-operated safety injection valves, 2CV-5015-1 and 2CV-5016-2.

The purpose of this activity is to maintain the required borated water volume in the safety injection tank (SIT).

Technical Specification (TS) 4.5.2.g requires a verification of the correct position of the electrical and/or mechanical position stop within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> following completion of a " valve stroking operation or maintenance" on a group of valves listed, including valves 2CV-5015-1 and 2CV-5016-2.

Your position has been that use of the valves in the manner described in your September 21, 1993, letter does not require the position of the stop to be verified.

When your position on this issue was questioned, you conservatively began to implement the verification surveillance following each occasion of " bumping" the valves to maintain the required volume in the SIT.

t We have reviewed your position on the use of the valves and have reached the following conclusion, which is specific to ANO-2 and this issue. After considering TS 4.5.2.g and its Bases in light of our understanding of your use of-the two valves, we agree that the use of the two valves should not invoke the requirement to verify the position of the stop. We also agree that similar use of the other ECCS throttle valves listed in TS 4.5.2.g.2, as described in your letter dated September 21, 1993, should not invoke the requirement to verify the position of the stop.
