1450 MARIA LANE WALNUT CREEK, CAUFORNIA 94596-5368 Docket tio. 50-344 ScPtember 3, 1993 Portland General Electric Company 121 S.W. Salmon Street Portland, Oregon 97024 Attention: Mr. James E. Cross Vice President and Chief Nuclear Officer

Subject:

Proposed Revision to the Trojan fluclear Quality Assurance Program (PGE-8010)

We have reviewed your proposed revision to the Trojan fluclear Quality Assurance Program (PGE-8010) which you submitted to us on July 9, 1993. As stated in your submittal, the proposed revision will result in organizational changes requiring a revision to the Trojan Technical Specifications. The Office of fluclear Reactor Regulation (f4RR) has received your request for an Amendment to Technical Specification 6.0 which affects the current management organization described in the proposed revision. The technical specification change affected by the proposed revision includes combining the current Trojan fluclear Operations Board (Tt10B) and Plant Review Board (PRB) into a single Independent Review and Audit Committee (IRAC).

Therefore, we will defer further review of your proposed revision until f1RR has completed its evaluation and the technical specification changes have been approved.

Alternately, we are prepared to review that portion of your quality assurance program changes which is independent of the proposed technical specifications changes within thirty days, should you prefer to revise your submittal and resubmit those changes separately.

If you have any questions regarding this matter, please contact W. J. Wagner of my staff at (510) 975-0313.

Sincerely,

,'J K. E. Perkins, Jr., Director Division of Reactor Safety and Projects cc:

V g:\\rsb\\ engr \\ trojan.qap RECORD NOTE: Discussions with Mike Masnik (NRR PM) on September 1, 1993 indicated NRR had some problems with the Trojan TS amendment on combining the current Trojan Nuclear Operations Board (TNOB) and Plant Review Board (PRB) into a single Independent Review and Audit Committee (IRAC). NRR is not expected to complete their review until December 1993.
