OPERATIONAL READINESS PLAN Thank you for your letter of August 28, 1993, which provided your Operational Readiness Plan. This was the second portion of your response to our letter of June 10, 1993, which forwarded the Diagnostic Evaluation Team (DET) report for the South Texas Project Electric Generating Station.

We understand that development of your Business Plan is still scheduled for completion by October 15, 1993.

Your Business Plan, which is intended to be your primary management tool for long-term improvement, will complete your written response to the DET report.

Your Operational Readiness Plan describes certain actions completed, in progress, or planned to address short-term issues before resumption of power operations.

It also outlines an assessment process to evaluate and determine acceptability of ccntinued operation at specific milestones.

In my view, the assessment process is an extremely important component of your Operational Readiness Plan.

I also place high importance on your statement that South Texas Project management will be deliberate and conservative in implementing the Operational Readiness Plan.

Please keep NRC Region IV informed as you complete the development of the detailed plans and schedules to support your Operational Readiness Plan.

Houston Lighting & Power (HL&P) is in receipt of your letter of June 10, 1993 which forwarded the. results of the Diagnostic Evaluation conducted at the South Texas Project Electric Generating Station (STPEGS) from March 29 to April 30, 1993 and requested a i

response to the report within 60 days.

Since receipt, HL&P has been reviewing observations noted in the report, as well as the results of our own internal and external assessments.

Additionally, as discussed in recent management meetings and presentations to the NRC, HL&P has initiated, and in several cases completed, significant corrective action to address issues identified in the Diagnostic Evaluation Report (DER) and our own assessments.

After careful review, HL&P believes that the most effective way to assure that significant and lasting corrective action is taken to i

address the root causes of the issues identified in the DER is to provide a response in the form of a Business Plan, similar to the responses provided by other facilities such as Palo Verde.

This approach was discussed with Mr. James Milhoan on July 30, 1993 and was described during our meeting on August 3, 1993.

G36 Page 2 The Business Plan serves many purposes, but with regard to the issues in the

DER, it will describe the initiatives being undertaken to effect sustained improvements, the action plans to accomplish those initiatives, resource allocation to support those action plans, and mechanisms for assuring that actions taken are effective.

HL&P will provide a matrix to relate specific DER issues to those areas of the Business Plan which are designed to address that issue.

Significant progress has been made in developing the detailed action plans which will be included in the Business Plan, and several of these plans are essentially complece.

In most cases, the main task outstanding to finalize these plans is the development of budgets and resource loadings to support the plans.

Since resource allocation is a significant issue raised in the DER, HL&P believes that the plan should not be finalized until related budgets and resource loadings have been developed.

It is expected that this work will be completed on or about October 15, 1993.

Certain key issues described in the DER warrant action prior to the resumption of power operations.

Over the near term, these issues are being addressed in the context of a comprehensive Operational Readiness Plan (ORP) now being developed.

The ORP will describe steps being taken by STPEGS to address items identified in the DER which require action to support power operations, issues in the NRC's Confirmatory Action Letter and its supplement, and other near-term issues identified by internal or external assessments and inspections.

Additionally, the ORP will describe how HL&P will assess and measure that STPEGS is ready to return to power operations, including the delineation of milestones and criteria which must be met prior to returning either STPEGS unit to service.

It is anticipated that the ORP will be submitted on or about August 27, 1993.

HL&P will keep the NRC apprised of the status and progress of the Business Plan and the ORP during periodic management meetings.

As previously discussed with your staff, HL&P has taken significant actions since the completion of the Diagnostic Evaluation.

e Senior level managers, with proven track records in the nuclear industry, have joined the team at STPEGS to provide the benefits of their talent and experience to the overall improvement efforts.

Steps have been taken to improve operations staffing and to e

remove burdens from the Operations staf f which potentially detract from their primary functions of monitoring and controlling the plant equipment.

Actions to improve the Units' material condition and reduce e

overall maintenance backlogs have been implemented, and j

progress in backlog reduction has occurred.

l Steps have been taken to better define engineering tasks and l

e work load, and to improve the effectiveness of the engineering program.

HL&P will continue to update the NRC staff on the progress in these l

areas through normal management and staff interaction and through l

the performance criteria defined in the ORP and Business Plan.

HL&P believes that the approach described in this letter for addressing the DER and achieving long-term improvements in performance at STPEGS is the most effective and manageable method j

to accomplish those objectives.
