SUPPLEMENTAL SAFETY EVALUATION OF RESPONSE TO THE STATION BLACK 0UT RULE, 10 CFR 50.63 - CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NO. 1 (TAC NO. M86999) AND UNIT N0. 2 (TAC NO. M87000)

The NRC staff's safety evaluation (SE) and supplemental safety evaluation (SSE) pertaining to the Baltimore Gas and Electric Company's (BG&E) responses to the Station Blackout (S30) Rule, 10 CFR 50.63, were transmitted to BG&E by letters dated October 10, 1990, and February 12, 1991, respectively. The staff's SSE found the BG&E's proposed method of coping with an SB0 to be acceptable (alternating current (ac)-independent and I hour alternate ac power source based on the commitment to install two safety-related emergency diesel generators).

By letter dated July 7, 1993, BG&E submitted a revised response to the SB0 Rule. One of the initial commitments approved by the NRC staff in its SE and SSE was to install two safety-related emergency diesel generators, as noted above, which would have resulted in a total of five safety-related diesel generators at the site. The revised response is to add one safety-related and one nonsafety-related emergency diesel generators. The nonsafety-related emergency diesel generator will be utilized as an alternate ac power source during SB0 conditions.

The NRC staff has completed its review of the July 7, 1993, revised SB0 submittal and has determined that it provides an acceptable means for coping with an SB0 event and is, therefore, acceptable. The details supporting this conclusion are provided in the enclosed SSE evaluation.

It should be noted that the previous findings detailed in the initial SE and SSE, which are not c, hanged by this SSE, are still valid and in effect.

The NRC staff has accepted the Unit I refueling outage currently scheduled for June of 1996 as the final completion date for implementing all the h,$ bE bhbb i
