Revision to NRC Commitment Made in WCNOC's Response to the Systematic Assessment of Licensee Performance Report Gentlemen:
l The purpose of this letter is to advise the NRC of a revision to a commitment made in the Reference.
The Reference provided Wolf Creek Nuclear Operating Corporation's (WCNOC) response to the Systematic Assessment of Licensee Performance (SALP) Report. This letter committed WCNOC to having an issue management program to effectively resolve significant issues that are identified from operational
- events, regulatory issues, or industry events.
As stated in the Reference, the program was to be directed by the Issues Review Group (IRG).
- Also, various correspondence between WCNOC and the NRC have mentioned the implementation of the IRG to ensure responsibilities and resources are appropriately assigned for significant generic regulatory and safety issues.
The commitment was revised to eliminate the IRG and the issue management program.
The revision of this connitment is appropriate since resolution of generic regulatory and safety issues is considered a part of the line management function and overview is provided by.
executive management.
The IRG was made up of the Vice President Plant Operations (Chairman),
Manager Regulatory Servicec, Manager System Engineering, and Manager Quality Assurance.
The-IRG reviewed issues brought before it. to determine whether a given issue was significant enough to devote more than normal management attention.
The~ inputs which were used to bring issues before the IRG included: NRC Generic Letters, NRC Bulletins, INPO Significant Operating Experience Reports, NRC Regulation Changes, Significant Industry Technical Information Program reports, NUMARC Initiatives, Westinghouse Owners Group and others as appropriate.
If additional oversight was deemed appropriate, the IRG would assign. an individual as the project ~ coordinator for that item and assure that adequate resources were devoted to the resolution of the issue.

At the August 3, 1993 meeting of the IRG, it was determined that due to a changing corporate culture, the group could be dissolved.
The changing corporate culture could be attributed to, in part, the numerous j
changes which have been made within the Wolf Creek organization since j
the commitment was originally created.
These changes have helped j
instill a new philosophy in regard to personnel taking ownership of issues and not relying on " committees" to solve problems.
This new philosophy provides assurance that significant issues that are identified from operational events, regulatory issues, or industry events will be identified and resolved as part of the normal executive and line management responsibilities.
These issues are also discussed during routine executive management meetings and WCNOC daily plant status meetings. As a result of these discussions, additional resources are applied to address the issue when deemed appropriate.
