NRC Combined Inspection Nos. 50-317/93-27; 50-318/93-27

An announced safety inspection of the radiation protection program at your facility was

conducted by Mr. J. Furia of this office on September 7-10,1993. The inspection findings were

discussed with members of your staff at the conclusion of the inspection on September 10,1993.

Areas examined during this inspection are important to health and safety and included the

radiation protection program. Areas inspected include your programs for: radiation safety

,

during normal operations, radiological work control and housekeeping, maintaining radiation

exposures as low as reasonably achievable (ALARA), and assurance of quality. Within these

areas, the inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

ALARA performance during the Spring Unit-2 refueling outage (RF09) was erratic, with several

major work activities going well over budgeted dose. Continued weaknesses identified in

previous inspections in planning for the outage, coupled with an apparent lack of strong support

to ALARA goals by some plant staff played a significant part in the weakness in ALARA outage

performance.

It appears that progress is being made to correct some of these weaknesses. Improvements

include the creation of an ALARA Committee and placement of an ALARA technician in the

Outage Management Team, however improvements in ALARA interfacing with other groups and

more timely submittal of work packages is needed.
