The referenced NRC bulletin supplement provided additional guidance to licensees related to the reporting of criticality safety incidents and conditions. Siemens Power Corporation -

Nuclear Division (SPC) requirements for the reporting of criticality safety incidents to NRC are found in Chapter 3.0, Section 11.0 (Reporting Criticality Safety heidents and Emergencies) of the SPC Safety Manual (EMF-30). Section 11.0 of EMF-30 defines responsibilities for criticality safety incident reporting, both internal and to NRC; provides criteria for internal reporting to the Safety, Security and Licensing Department (Appendix 5) and external reporting to the NRC (Appendix 11); and provides specific instructions for telephone and followup written notification to NRC.

As requested by the referenced bulletin supplement, SPC has reviewed Section 11.0 of EMF-30 versus the reporting criteria in the supplement. As a result of this review SPC has revised Section 11.0, and in particular the appendix providing criteria for reporting to NRC, to directly incorporate the criteria from the NRC bulletin supplement. The revised Section 11.0 was issued on September 10,1993 and has been fully implemented by the Criticality Safety Component of Safety, Security and Licensing. SPC reporting criteria and management implementation procedures therefore fully meet NRC's current criteria. Questions in this regard can be directed to L.J.
