UNION ELECTRIC RESPONSE TO NRC GENERIC LETTER 89-10, SUPPLEMENT 5
" INACCURACY OF MOTOR-OPERATED VALVE DIAGNOSTIC EQUIPMENT" Reporting Reauirement 1:
DIAGNOSTIC EQUIPMENT USED Within 90 days of receipt of this generic letter, all licensees are required to notify the NRC staff of the diagnostic equipment used to confirm the proper size, or to establish settings, for I
MOVs within the scope of GL 89-10.
Union Electric Response Callaway uses ITI-MOVATS equipment to confirm the proper size and establish settings for MOVs within the scope of GL 89-10.
Reporting Recuirement 2:
ACTIONS TO ADDRESS MOV DIAGNOSTIC ACCURACY CONCERNS Within 90 days of receipt of this generic letter, licensees are required to report whether they have taken actions or plan to take actions (including schedule and summary of actions taken or planned) to address the information on the accuracy of MOV diagnostic equipment.
Union Electric Response Union Electric evaluated diagnostic equipment inaccuracy when reviewing NRC Information Notice 92-23, "Results of Validation Testing of Motor-Operated Valve Diagnostic Equipment."
The actions taken to respond to Notice 92-23, early 1
in 1992, are applicable to Generic Letter 89-10, Supplement 5 and are listed below:
Callaway's MOV testing policy was changed.
Callaway now measures closing thrust directly whenever possible.

All previously MOVATS tested MOVs were re-evaluated using the bounding criteria established in MOVATS Engineering Report 5.2.
The intent of this evaluation was to identify MOVs that would be included in the Spring 1992 refueling outage.
Based on the evaluation, 12 MOVs were added to the test schedule for the Spring 1992 refueling outage and 36 MOV tests were augmented by the performance of direct thrust measurements during the Spring refueling outage due to the testing policy change.
i STATUS OF ACTIONS TO DATE Union Electric evaluated diagnostic equipment inaccuracy as required by NRC Generic Letter 84-10, Supplement 5.
The concerns of this document have or will be addressed as described below:
Generic Letter 89-10, Supplement 5 was evaluated and found to be applicable to 109 MOVs at Callaway.

89 MOVs have been tested using direct thrust measurement, 85 with the MOVATS Torque Thrust Cell '(TTC) and 4 with Stem Strain-Rings.
9 MOVs are scheduled for initial direct close thrust measurement using a TTC during the Fall 1993 refuel outage.
3 additional MOVs are scheduled for initial i
direct close thrust measurement using a TTC before the end of 1993.
The remaining 8 applicable MOVs have either been full flow DP tested or do not have a safety function to close.
