In response to Generic Letter (GL) 89-10, Supplement 5 GPU Nuclear is using ITI-M0 VATS diagnostic equipment at Three Mile Island, Unit 1 (THI-1). TMI-1 began using Liberty Technologies diagnostic equipment during the 10R outage, currently in progress. TMI-1 has not used and is not intending to use ABB-Impell diagnostic equipment.
1MI-l did use ITI-MOVATS diagnostic equipment for GL 89-10 valves applying the TMD/ Load Cell method of calibrating the motor operator thrust in the open direction; this calibration was used to determine closing thrust. The issue of concern was addressed in TMI-l Potential Safety Concern (PSC)92-001 which was initiated on March 16, 1992, as a result of correspondence from ITI-MOVATS.
It was determined that the TMD/ Load Cell method was used to predict closing thrust for 28 TMI-l valves. All 28 valves were re-evaluated.
i The final determination was that all 28 valves were and are able to perform their required safety function.
The TMI-1 Program Description for NRC GL 89-10 Motor-0perated Valves was revised to state that the direct measurement of thrust is to be taken in the safety function direction. The TMD/ Load Cell evaluation method for valves with a "close" safety function is no longer being used at TMI-1.
For valves with an "open" safety function using the TMD/ Load Cell method, an evaluation of closing thrust using ITI-MOVATS Engineering Report EP. 5.2 will be required for weak link comparisons.
TMI-l is using the Liberty Technologies diagnostic equipment in the current 10R outage. TMI-I is using the latest Liberty Technologies software to Lg['
