Box 270 Hartford, Connecticut 06141-0270 Dear Mr. Opeka: SUBJECT: NRC REGION I INSPECTION REPORT NO. 50-423/93-16 This letter transmits the findings of the announced safety inspection conducted by Mr. P. Patnaik of this office from July 26 - July 30,1993, and August 10 - 13,1993, at the Millstone Nuclear Power Station, Unit 3, Waterford, Connecticut. The inspection was directed at areas important to public health and safe.ty and was conducted in two phases: one just prior to the refuel outage, and the second during the refuel outage. The first phase of the inspection centered around review of the inservice inspection (ISI) program, the scope of work for the outage, and the procedures. The second phase of the inspection focused on non-destructive examination (NDE) activities related to the inservice inspection and the steam generator tube examination. The results of this inspection were discussed with the members of your staff at the exit meeting on August 13,1993. The inspector found the ISI and NDE activities to generally be planned, controlled, and documented properly. Two areas of potential weakness were noted as unresolved items. These are the lack of corrosion control on UT calibration blocks, and the use of a UT calibration block not specified in the approved ISI program while not documenting the change. Your staff acknowledged these findings and committed to review the issues to establish appropriate corrective actions. No violations were found during this inspection, and, therefore, no response to this letter is required. A: MIL 9316.
