dated October 2,1991.

Dear Dr. Murley:

In the Reference (a) letter, Commonwealth Edison (CECO) proposed to -

amend Section 3,7/4,7 of Appendix A, Technical Specifications to Facility-Operating Licenses DPR-29 and DPR-30. The proposed change involved a rewrite of the Containment Systems Section of the Technical Specifications and was submitted as part of an overall Technical Specification Upgrade Program, i

The purpose of this letter is to formally withdraw the proposed amendment for 3/4.7 Containment Systems as presented in Reference (a) for Quad Cities Station. New amendment requests, combined with identical Dresden Station amendment requests, are being submitted as part of a Technical Specification Upgrade Program at both Quad Cities and Dresden Stations, i

J Dr, Thomas E. Murley September 17,1993 The new amendment requests will be patterned after the original Quad Cities submittal, but will more closely follow the guidelines presented in NUREG-0123, Revision 4. In addition, the proposed amendments will make the Quad Cities and Dresden Technical Specifications identical within equipment and design limitations.

Please direct any questions you may have regarding this matter to this oflice.

Sincerely, C
