PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3, FIRE PROTECTION PROGRAM (TAC NOS. M63013 AND M63014)

By letter dated September 30, 1986,- Philadelphia Electric Company submitted its Fire Protection Program (FPP) for the Peach Bottom Atomic Power Station, Units 2 and 3 (PBAPS).to the NRC. The FPP was submitted as part of a commitment documented in Confirmatory Action Letter No. 86-07 dated April 11, 1986.

Completion of the " Fire Protection Evaluation Report," retitled the

" Fire Protection Program," was part of an effort to fully implement the requi rements. of_10. CFR 50.48.

The NRC staff has completed a review of the " Fire Protection Program" document through Revision 4 as well as certain other documents related to the-implementation of Appendix R requirements. The enclosed safety evaluation (SE) concludes that the safe shutdown capability at Peach Bottom, as~ described in the PBAPS Fire Protection Program, with approved exemptions, satisfies the requirements of Section III.G and III.L of Appendix R to'10 CFR Part 50..This SE does not change the results of any previous _NRC staff evaluations or inspections of the PBAPS FPP or any of the conclusions drawn in previous NRC staff documents.

Section 2.4.8 of the SE addresses the status of technical specifications (TS) for alternate safe shutdown equipment and other fire protection equipment.

Resolution of staff requests for alternate shutdown equipment technical specifications and other fire protection technical specification issues.should be accomplished during review of the licensee's improved standard technical specification program. The licensee has committed to submit an application for the improved standard TS in July 1994.

The SE does not make any conclusions related to the issues in NRC Bulletin 92-01, " Failure of Thermo-Lag 330 Fire Barrier System to Maintain Cabling in Wide Cable Trays and Small Conduits Free From Fire Damage" or in Bulletin 92-01, ggggggs gi8;g 20 FILE CENTER COPY
