I am This is a request under the U.S. Freedom of Information Act.

hereby requesting documents pertaining to the River Bend Station (RBS) nuclear l

power plant near St. Francisville, Louisiana. The plant is primarily owned and operated'by the Gulf States Utilities Co. (GSU).

l This request stems f rom the investigation of an incident in which a worker filed a quality concern report about improper welding at RBS in November 1990.

I am seeking the following_ documents in the possession of the NRC:

1) The complete text, and any supplemental memorandums.or documentation, of Condition Report number 90-1008, prepared by CSU staff. This-request also calls for a document, identified in the condition report as " memo PDG-139-92."
2) GSU's response, including all reports or documents, to a July 31, 1992, letter from NRC Region IV administrator James Milhoan to GSU's' James Deddens.

Milhoan's letter asked Deddens to explain certain employment action and to describe actions taken to avoid any " Chilling ef fect."

3) Any and all documents. prepared for GSU or the NRC by investigator Fred Gilbert in regard to the quality concern issues at'RBS from Jan. 1, 1990, to the present.

Mr. Gilbert was. hired by GSU to investigate the inappropriate welding at RBS.

As you are probably aware, the Freedom of Information Act allows you to waive

any fees for finding or copying documents if the request is deemed to be in the interest of'the public.

.I believe this request meets that test because the public is greatly interested in issues of nuclear plant safety. Therefore,-1 ask that you waive any costs associated with this request.
