Gentlemen:
SUBJECT: NRC EXAMINATION REPORT N0. 50-424/93-300
This refers to the Nuclear Regulatory Commission (NRC) administered
examinations led by Richard D. McWhorter, Jr., during the period August 16-20,
1993. The examinations were administered to employees of your company who had
applied for licenses to operate the Vogtle Electric Generating Plant. At the
conclusion of the examination, the examinations and preliminary findings were
discussed with those members of your staff identified in the NRC Examination
Report, Enclosure 1.
A Simulator Facility Report is included in this report as Enclosure 2.
A copy
of the written examination questions and answer key, as noted in Enclosure 3,
was provided to members of your training staff at the conclusion of the
examination.
We are concerned that your emergency procedure validation process may have
'
failed to identify problems that operators could encounter when performing
local action steps.
Examiners identified this when operators had difficulty
simulating the accomplishment of two local action steps in your emergency
procedure for a loss of all AC power.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
