Dear Mr. Reedy:

Thank you for your letter of inquiry dated July 27, 1993, regarding the-application of 10 CFR Part 50, Appendix B program requirements to your organization.

In your letter, you requested that we examine the potential utilization of management review of external audits performed by licensees, in lieu of self-auditing, to satisfy the quality assurance program provisions of Appendix B.

In order to address this issue, we have reviewed the applicable Regulatory Guides and ANSI standards associated with vendor-supplied products and services, and we have consulted with the Office of General Counsel.

Based upon our reviews, we have determined that the "self-auditing" requirements contained in Criterion XVIII of 10 CFR Part.50, Appendix B are necessary for.

vendors supplying safety-related engineering services to nuclear power plant licensees. Therefore, pursuant to Criterion IV, we conclude that your engineering firm must comply with Criterion XVIII.

j We also conclude that licensee audits of your safety-related engineering services, performed solely to comply with the licensee's obligations under Criteria IV and VII, would not satisfy the. separate obligations of your engineering firm to perform "self-audits" under Criterion XVIII.
