The Commission was briefed by the NRC staff.on'the results of the-Agreement State compatibility workshop.

The Commission requested that the staff provide further information on the differences between the CRCPD standards and the NRC requirements using both the strict and more general.

interpretations of the word standard.

In addition, the use of the term " radiation protection standards" needs.ta) be clearly defined so that we can communicate with one another and with the Agreement States in discussing such. matters.

In developing options and providing recommendations on1 Agreement State compatibility issues, the staff should address the following:

In considering whether the two findings of adequacy and compatibility should be merged in the NRC review,.the staff should consider that the Atomic Energy Act distinguishes between " adequate to protect the public health and safety" and " compatible with the l

Commission's program."

Also, there are similar distinctions in the bases.for certain requirements _for uniformity that are imposed on the Agreement. State programs by the NRC.

The staff should consider the issue.of timeliness-of state implementation of NRC regulations.

This is particularly important where.an NRC~ regulation has the-potential for significant impact on.public health and safety.

) The Commission requested that the staff give greater consideration to using ANPRs (advance notice of proposed rulemakings) as a means for keeping Agreement States, licensees and the public informed of NRC rulemakings that could affect the regulatory programs of Agreement States.
