VOGTLE ELECTRIC GENERATING PLANT REPLY TO A NOTICE OF VIOLATION Pursuant to 10 CFR 2.201, Georgia Power Company (GPC) submits the enclosed response to the violation identified in Inspection Reports 50-424/93-16 and 50-425/93-16 concerning the inspection conducted by Mr. B. Bonser during the period of June 27 through July 31,1993.

ENCLOSURE VOGTLE ELECTRIC GENERATING PLANT- UNITS 1 & 2 REPLY TO A NOTICE OF VIOLATION NRC INSPECTION REPORTS 50-424:425/93-16 The following is a transcription of the violation as cited in the Notice of Violation (NOV):

" Operating License Paragraph 2.G, for Units 1 and 2, states that Georgia Power Company shall implement and maintain in effect all provisions of the approved fire protection program as described in the Final Safety Analysis Report (FSAR) for the facility.

Technical Specification 6.7.1.h. requires that written procedures shall be established, implemented and maintained covering Fire Protection Program Implementation.

Procedure 92000-C, Fire Protection Program, states that the Fire Protection Program is managed and implemented through the use of fire Protection, Administrative, and Training Procedures.

Procedure 92015-C, Use, Control and Storage of Flammable / Combustible Materials, provides guidelines for the appropriate handling and use of transient combustible material inside and outside of the Protected Area and within critical areas and safety related areas of the plant.

Contrary to the above, the license failed to issue a transient combustible permit for a flammable liquids storage cabinet located in a safety related building. The cabinet contained flammable / combustible liquids in quantities which exceeded tbose allowed without a permit and also contained aerosols which are not allowed to be stored with other flammable / combustible liquids.

This is a Severity Level IV violation (Supplement I)."

RESPONSE TO VIOLATION (50-424:425/93-16-03)

Admission or Denial of the Violation This violation occurred as stated in the NOV.

Reason for the Violation l

This violation was attributed to the failure of plant personnel to follow the procedural guidance that delineates requirements for storage of transient flammable / combustible liquids, appropriate labeling ofliquids, transient permitting, and the prohibition of storing certain liquids in safety l related buildings. l l

Contributing to this violation was the apparent confusion on the part of fire protection technicians (FPTs) regarding what is considered "in use" materials and " waste" materials. (Procedure 92015- j l

  • NRC INSPECTION REPORTS 50-424:425/93-16 C allows only the temporary storage of"in use" materials.) This confusion resulted in the FPTs not identifying prohibited materials when performing weekly inspections of the cabinets.

Additionally, the performance of weekly inspections by the FPTs was deficient in that material quantities which would have warranted a Transient Combustible Permit were not identified.

Corrective Steps which Have Been Taken and the Results Achieved -

1, The cabinets with the noted discrepancies were immediately cleaned out leaving only the -

permitted flammable / combustible liquids that will be used to support ongoing work -i activities. A Transient Combustible Permit was affixed to the cabinets listing the contents of the cabinets.

Additionally, signs were immediately posted informing plant personnel to notify FPTs prior to placing any materials in storage cabinets. To ensure plant personnel are fully cognizant of what is allowed to be stored in cabinets, additional signs have been aflixed describing allowable and prohibited materials.

2. The FPTs are currently performing daily inspections of cabinets that have been permitted for temporary storage of flammable / combustible liquids and are reporting discrepancies to management for resolution. These daily inspections involve verification that the stored materials are "in-use," appropriately labeled, and are in quantities permitted for temporary.

Corrective Steps Which Will He Taken to Avoid Further Violations

1. Plant personnel who may use cabinets for temporary storage of flammable / combustible liquids have been reminded of the procedural requirements for storage and labeling of transient materials.
2. The daily inspections by the FPTs will continue until completion of the 2R3 refueling outage at which time plant management will evaluate the effectiveness of the corrective actions taken. If plant management determines that corrective actions have been effective, weekly inspections will resume as presently required by Procedure 92015-C.  ;
