STAFF REQUIREMENTS - BRIS NG ON PROPOSAL TO REALIGN NRC REGIONS IV AND V (SECY-93-171 and SECY-93-252), 9:00 A.M.,
FRIDAY, SEFFEMBER 10, 1993, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by the NRC staff on the proposal to realign NRC Regions IV and V.
The Commission requested further information on whether Regions I, II and III conduct 100% audits of travel vouchers and whether j
any of these Regions would be in a position to perform the health physics mobile lab functions of Regions IV and V.

The Commission also requested a comparison of Option 3, as presented in SECY-93-171, and Option 0, as presented in SECY-93-252, specifically, if Option 3 includes any of the same efficiencies in Option O.
With respect to the use of contract personnel, the comparison should include contract personnel in instances where a cost savings is realized and delete contract personnel where it does not provide a cost savings.
Chart 6 should be revised accordingly to reflect this.

In the interest of resolving this issue as quickly as possible, the Commission requests an expedited response to the above.
After the Commission has received the above information, it will consider a final decision on the options proposed for the possible realignment of Regions IV and V.
The staff should also examine the efficiencies presented in SECY-93-252 for potential application in the other regions and in headquarters.
