RELAP5YA Application for Vermont Yankee LOCA Analysis

Dear Sir:

In Reference (c), Vermont Yankee stated its intention to revise YAEC Repon 1547 to include the supplementary information provided since the original issuance of this repon [ Reference (b)]

regarding the application method and sample calculations. Vermont Yankee committed to provide NRC with a copy of this revised report upon completion. The purpose of this letter is to transmit to NRC for informational purposes this revised report, YAEC-1547P-A, " Vermont Yankee BWR Loss-of-Coolant Accident Licensing Analysis Method", Revision 1, dated August 1,1993.

YAEC Report 1547P-A is a compilation of Vermont Yankee BWR Loss-of-Coolant Accident (LOCA) licensing analysis methodolgy which consists of the original report describing the LOCA method application specific to Vermont Yankee (YAEC-1547), the subsequent NRC review questions and responses related to the methodogy, and the NRC Safety Evaluation Report which approved the use of the methodology forlicensing application at Vermont Yankee.

YAEC Report 1547P-A, along with the RELAP5YA thermal hydraulic analysis computer program and the approved FROSSTEY-2 fuel performance analysis computer program, comprise the Vermont Yankee BWR LOCA licensing analysis methodology.

The enclosed report is being provided to NRC for information purposes only, per our Reference (c) commitment. No action is being requested as a result of this submittal.

The enclosed information is considered proprietary. In accordance with 10CFR2.790(b)(1),

an affidavit attesting to the proprietary nature of the enclosed information is attached.

I, Stephen P. Schultz, depose and say that I am the Vice President of Yankee Atomic Electric Company, duly authorized to make this affidavit, and have reviewed or caused to have reviewed the information which is identified as proprietary. I am submitting this affidavit in accordance with the provisions of 10CFR2.790 of the Commission's regulations for withholding this information.

The information for which proprietary treatment is sought is contained in the enclosures to our lettcr, Vermont Yankee Nuclear Power Corporation to U. S. Nuclear Regulatory Commission, dated September 13,1993.

Pursuant to the provisions of Paragraph (b) (4) of Section 2.790 of the Commission's regulations, the following is furnished for consideration by the Commission in determining whether the infonnation sought to be withheld from public disclosure, included in the above referenced document, should be withheld.

1. The material contained in this transmittal was obtained at considerable expense to Yankee Atomic Electric Company and Vermont Yankee Nuclear Power Corporation and the release of which would seriously affect our competitive position.
2. The material contained in this transmittal is of the type customarily held in confidence and not customarily disclosed to the public.

3. This infonnation is being transmitted to the Commission in confidence under the prov sions of 10CFR2.790 with the understanding that it is to be received in confidence by the Commission.
4.
