OF AUGUST 25, 1993, MEETING WITH NUMARC TO DISCUSS ENVIRONMENTAL QUALIFICATION (EQ) FOR OPERATING REACTORS i
A meeting was held between the Plant Systems Branch and the Nuclear Management i
j and Resources Council (NUMARC) on August 25, 1993, to discuss the status of i
the staff's action plan to resolve EQ concerns. Also present at the meeting were members of the Probabilistic Safety Assessment Branch and the Office of Research. is a list of the attendees. The slides presented during the meeting are provided in Enclosure 2.
George Hubbard of my staff presented the current status of the EQ task action plan.
The action plan includes a programmatic review, data collection and analysis, a risk assessment, and research tests.
The programmatic review is progressing, with SPLB staff preparing for site visits and conducting the survey of industry experts.
SPLB also has a contract in place to begin the i
review of Licensee Event Reports for the data collection and analysis portion a
of the action plan. The Probabilistic Safety Assessment Branch is working on the risk assessment for EQ, and the Office of Research is working to gather naturally aged cables and to establish communication with other countries on EQ concerns. Mr. Hubbard concluded his presentation by discussing areas where l
NUMARC may be able to assist the staff in addressing EQ concerns, and Alex i

Mr. Marion stated that NUMARC had formed an ad hoc committee on EQ that would provide comments on the draft Sandia cable damage report that j
was issued for peer review and respond to the staff's suggestions.

WHY EQ IS A CONCERN As a result of license renewal activities, the staff determined that the differences between the qualification requirements for older plants and newer plants should be reassessed for current operating plants.
Sandia National Laboratory tests results raised questions with respect to accident performance capability of certain artificially aged equipment.
A preliminary risit scoping assessment indicated that inadequate EQ could be a significant contributor to core damage frequency.
The Fire Protection Reassessment Report concluded that EQ should be reviewed to identify and correct any programmatic weaknesses that may exist.

THE PURPOSS_ES OF THE_EQ TASK ACTION PLAN ARE TO_:

- Gather data on operating events related to EQ.
- Determine the problems facilities may be having with qualified components (i.e, components that require replacement or repair before the end of qualified life).
- Determine the problems licensees may have with qualification requirements, tests, and component aging techniques.
- Determine which components are being replaced on a regular or periodic basis.
AREAS WHERE NUMARC COULD ASSIST IN THE EQ TAP (Continued)
- Determine which components are not being replaced during the life of the plant, and if any testing is being performed on these components.
- Determine which equipment has not been upgraded to the latest requirements.
- Determine the type of condition monitoring programs in place and the effectiveness of the programs.
