On May 4,1993, at the annual Regulatory Information Conference, Dr. Thomas E.
1 Murley announced a pilot program established by NRR to give special

consideration to licensee requests for changes requiring Staff Review involving high cost and. low safety benefit.
In response to Dr. Murley's initiative, Entergy Opertaions Inc, met with NRR Staff on June 8, 1993, to present an initial list of cost beneficial licensing actions (CBLAs). As part of the Burden Reduction Program for long term economic savings, this request is submitted to make CBLA changes to the Physical Security Plan (PSP).
These changes will allow added flexibility to determine the optimal secur'.ty compensatory measures based on plant activities and the status of the overall Security program. The proposed revisions to the PSP and supporting documentation for this request are attached.

Page 2 September 7,1993 Entergy Operations has evaluated these changes in accordance with the requiremen+
of 10CFR50.54(p).
As discussed in the attachment, it was determined that these changes should be processed under the provisions of 10CFR50.90. Accordingly, we evaluated the proposed changes using the criteria in 10CFR50.92(c) and determined that the said changes involve no significant hazards considerations. The bases for this determination is-also attached.
Entergy Operations requests that the effective date for this revision be upon NRC issuance of the amendment.

Entergy Operations has determined that Attachments 2 and 3 contain safeguards information as specified by 10CFR73.21.
The attached documentation should therefore be handled appropriately.
