DAVIS-BESSE NUCLEAR POWER STATION, UNIT 1 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN AND RELIEFS (TAC NOS. M79034 and M77942)

By letter dated October 8, 1991, Toledo Edison Company (the licensee) submitted to the NRC the Second Ten-Year Interval Inservice Inspection (ISI)

Program Plan, Revision 3, and its associated requests for relief from the ASME Code requirements that the licensee determined to be impractical to perform during the Second Ten-Year Inservice Inspection Interval for the Davis-Besse Nuclear Power Station, Unit 1. The NRC staff, with technical assistance from

, its contractor, the Idaho National Engineering Laboratory (INEL), has reviewed and evaluated the ISI program plan, requests for relief from impractical requirements and supporting information.

Based on the information submitted, the NRC staff agrees with the conclusions and recommendations presented in the attached Technical Evaluation Report l (enclosure 3). However, the staff will not make a conclusion regarding the '

Second Ten-Year Interval Inservice Inspection Program Plan for Davis-Besse Nuclear Power Station, Unit 1, Revision 3 until after our meeting scheduled for September 23, 1993. j 1

At the meeting, you should address the following issues for the NRC staff to i find the Program Plan acceptable and in accordance with the full requirements l l of 10 CFR Part 50.55a(g)(4) and Technical Specification 4.0.5: (1) Volumetric l examinations in lieu of surface examinations of the substituted Examination '

Category C-F-1 and C-F-2 " thin wall" welds as currently specified in Revision l 3 of the Program Plan, and (2) Examination Category C-C ISI examinations of l the component supports associated with the " thin wall" welds. NRC review of

these issues will be performed under TAC No. M87188. TAC Nos. M79034 and M77942 are closed by this letter.

Furthermore, the NRC staff concludes that relief from the Code requirements l for Request for Relief Nos. RR-A1, RR-A2, RR-A3 (partial), RR-A6 AND RR-A7  !

Mr. Louis F. Storz August 20, 1993 may be granted. Alternative examinations that are authorized are Request Nos.

RR-A4 (with conditions), RR-AS, RR-A7, RR-A9, RR-B3, and RR-Cl (with condi-tions). Request for Relief No. RR-84 is denied, and Requests for Relief Nos.

RR-A8 and RR-B6 are not required. The staff's evaluations and conclusion are contained in the attached Safety Evaluation (enclosure 1) and the TER. A Summary Table of the staff's disposition of the relief requests is included as enclosure 2.

The NRC staff has determined that granting relief, pursuant to 10 CFR 50.55a(a)(3)(1), (a)(3)(ii), and ig)(6)(1), is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest. In making this determination, the NRC staff has considered the alternate testing being implemented, compliance resulting in a hardship without a compensating increase in safety, and the impracticality of performing the required testing considering the burden if the requirements were imposed.
