NRC Participants Chu-Yu Liang, Reactor Systems Branch, NRR Thomas Koshy, Events Assessments Branch, NRR Westinahouse Representative Steve Ditommaso, Engineering and Technology Discussion Mr. Koshy indicated the NRC plan to issue an information notice for addressing the " Cold Overpressure Mitigation System Nonconservatism" (COMS) in light of the licensee reports to the NRC and the Westinghouse response to the nuclear utilities.
Mr. Ditommaso stated that he is a cognizant engineer in that issue and he was a key participant in the Westinghouse response to the licensees.
Mr. Koshy summarized the four solutions addressed by Westinghouse for addressing the above problem and shared the concern about two of the options that relied purely on administrative controls for cold overpressure mitigation.
Mr. Ditommaso stated that it was not Westinghouse's intent to rely on administrative controls as a long term solution. He was in full agreement with the NRC's view of characterizing the administrative controls for COMS as interim solution while pursuing permanent solutions for maintaining the required setpoint with pressure relief capability.
Mr. Liang and Mr. Koshy thanked Mr.Ditommaso and informed that a record of this telephone conversation will be mailed to him.
