Dear Sir:
The purpose of this letter is to solicit your suggestions on how the U.S.
Nuclear Regulatory Commission should ensure near term control and potential future remediation of a low-level radioactive waste disposal site that appears to be on a small portion of land currently being used as a Federal regional communications activity site.
As a part of our program to ado w former burials of low-level radioactive waste, the NRC has been attemptin3 to determine the present status of a waste i
disposal area used by the University of Miami to dispose of low-level radioactive waste in the approximate time span, 1946-1970. The area, slightly over one acre, is in Perrine, Florida, on property that was formerly part of the Richmond Naval Air Station. After discussions with a number of parties

regarding the ownership or legal possessor of the site, we now believe that i
the site is located on a 53.17-acre parcel of land that the General Services Administration (GSA) transferred to the U.S. Corps of Engineers, which we understand has subsequently transferred control of the site for a Federal regional communications activity. Specifically, based on the location of a i
fence currently being installed around the 53.17-acre parcel, the disposal area appears to be at the northwest corner of the piece of the property that protrudes northward between two roads (Enclosure 1).
A radiological survey of the burial site was conducted in 1985 by an NRC contractor, the Oak Ridge Institute of Science and Education (at that time, Oak Ridge Associated Universities).
I have included a copy of this survey for j
your information (Enclosure 2). The site was visited on April 14, 1993, by one of our regional inspectors together with a representative from the Florida Office of Radiation Control.
Followup visits were made by the State representative and staff from the GSA. These visits, besides pinpointing the exact location of the burial site, also have indicated that the site has not been remediated and that the fence and posting that existed in 1985 were destroyed by Hurricane Andrew.
Since NRC is a regulatory agency, and does not perform remediations itself, it is important for us to positively identify the party responsible for the site and, in the near term, to ensure that the site is properly posted and controlled. The ongoing fencing of the parcei, although ostensively undertaken for other purposes, may provide the desired access control for outside parties. Over the longer term, very preliminary indications suggest 1
that some remediation activity may be required, as reflected by the results in D:;
the survey report.
