Dear Ms. Hostage:
I am requesting your assistance by reviewing a draft pamphlet we have developed on appropriate responses to radioactively contaminated solid waste. The Nuclear Regulatory Commission is developing this guidance for municipal solid waste disposal facilities in response to a growing number of incidents involving landfill operators detecting radioactive material in municipal solid waste. NRC is developing the guidance in conjunction with the municipal solid waste disposal industry, the States and other interested parties. The draft pamphlet outlines suggested procedures to follow when radioactive material is detected in municipal waste, provides landfill personnel with the appropriate agencies to be contacted when radioactive material is detected and provides background information on radiation, radioactive material and radiation safety.
NRC is requesting the Environmental Protection Agency's (EPA's) assistance in the development of this guidance because EPA is the Federal agency responsible for the regulation of municipal solid waste and solid waste landfills, and because of EPA's experience and responsibilities for radiological protection.
To facilitate this, I have enclosed a copy of the draft pamphlet for your review and comment. This draft is currently being reviewed by EPA's Office of Solid Waste and Emergency Response, the solid waste management industry and NRC.
We are currently tasked by the Commission to issue this pamphlet in October 1993.
In order to meet this deadline, I am requesting that you provide your comments on the enclosed draft pamphlet by October 5,1993.
